Essential Functions:
This individual will be responsible for management of technical, cost and schedule ownership of F-35 Discretionary Resources and F-35 Program Office Control Accounts. Discretionary Resources include Capital, Non-Contractual Technical Activity (NCTA), & Indirect Funds and F-35 Program Office Control Accounts include all Program Travel and Discrete Program Office labor. This role reports directly to the Senior F-35 Sustaining & Discretionary Program Manager within the Program Change & Execution Management organization. The role interfaces with the F-35 VP & Program Manager, Deputy Program Manager, Program Change & Execution Management Director as well as the Air Dominance Division Leadership and Staff.
Responsibilities include
Baseline and execution management of all projects within the Discretionary Resources budgets (Capital, NCTA, Indirect)Leading the program AOP/LRSP process for Capital & NCTAControl Account Manager for F-35 Discrete Travel and Discrete Program Office labor. Use Earned Value Management to manage and track accounts.F-35 Business Unit liaison to Air Dominance Division for Capital, NCTA and IndirectF-35 lead for Monthly Air Dominance Resource Review BoardsManage internal Business Unit stakeholder management including internal leadership reviews, budget prioritization recommendations, risk & opportunity visibilityLeading and directing cross-functional project teams to meet program cost, schedule and technical performance objectivesLead Business Unit NCTA reviews with support from Business Management, Proposal Management, Program Management and any other executing functionsProvides analytical and project support to the Program Change & Execution Management Director in managing NCTA, Capital and Indirect Funds.Provide integration support for executing F-35 Program RhythmSuccessful candidates will have the following key attributes:

Must have a Bachelor's Degree with 5 years of related experience, Master's Degree with 3 years of related experience, or High School Diploma/Equivalent with 9 years of related experience.Related experience must be in project management, program management, supply chain, procurement, operations, resource planning, program planning/scheduling, engineering, proposals / capture efforts, and/or business management, or other global supply chain related field.Knowledge of Project Management principles and experience utilizing them professionally (managing projects, scheduling, budget)Experience in Microsoft Office SuiteAbility to obtain/maintain a DoD Secret Clearance in reasonable time frame deemed by Company needsBasic Qualifications – Senior Principal Project Management:
Must have a Bachelor's Degree with 8 years of related experience, Master's Degree with 6 years of related experience or High School Diploma/Equivalent with 12 years of related experience.Related experience must be in project management, program management, supply chain, procurement, operations, resource planning, program planning/scheduling, engineering, proposals / capture efforts, and/or business management, or other global supply chain related field.Knowledge of Project Management principles and experience utilizing them professionally (managing projects, scheduling, budget)Experience in Microsoft Office SuiteAbility to obtain/maintain a DoD Secret Clearance in reasonable time frame deemed by Company needsPreferred Qualifications:
Demonstrated ability to develop and influence project team relationshipsKnowledge of Earned Value Management principles and experience utilizing them professionallyExperience and familiarity with aircraft production, FAR/DFARS proposals, capital expenditure accounting rules, color of money management, capital projects, and facilities projectsF-35 Program FamiliarityProgram Integration experienceExperience with Annual Operating Plan / Long Range Strategic Plan development, management and executionExperience with risk, issue, and opportunity developmentExperience in the defense industry or relevant military experienceSalary Range: $91,200.00 - $136,800.00Salary Range 2: $113,500.00 - $170,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
