The MITRE EUCOM and AFRICOM Regional Operations Department (N551) Department seeks a strategic-minded, technically skilled, and operationally focused Department Chief Engineer (CE) The selected candidate will play a lead role in shaping an expanding work program that reinforces MITRE’s position as a trusted partner in advancing regional European success and aligns MITRE’s technical expertise with mission-critical technologies and solutions that enable European and African operations. As part of the MITRE Europe and Africa team, you the department CE will work collaboratively with geographically distributed MITRE team mates to solve the most challenging national and international security problems across Europe and Africa by partnering with the US Department of Defense War (DoW), NATO, and partner nations to apply advanced capabilities to real world operational needs while also strategically positioning the DoW to address critical longer-term challenges. Roles & Responsibilities: The N551 Department CE is a Senior Principal Engineering position. The CE will work in partnership with the Department Manager and Project Leaders to ensure the execution of a high quality, high impact technical work program that achieves the sponsor’s mission critical outcomes. The selected candidate will serve as an integral member of the European and African Operations Leadership Team and will be expected to work in partnership with N550 division leadership to guide the technical direction, quality, and impact of current direct work; shape future work; and support the growth of our workforce. The CE will work with all Project Leaders, making significant technical contributions, providing thought leadership, and developing and executing technical strategies that inform and drive capability development and innovation across the Europe and Africa work program. The CE is accountable for leading the Department’s technical quality program, participating in deliverable reviews, and collaborating across MITRE National Security (MNS), MITRE Public Security (MPS), and MITRE Labs to increase the quality, efficiency, and effectiveness of N551 delivery to the sponsor. The CE is responsible for establishing technical partnerships internal and external to MITRE to further develop the N551 workforce, enhance N551 technical quality, and strategically leverage MITRE capabilities – all in furtherance of high impact solutions to our sponsor’s hardest problems. Highly competitive candidates will bring an exceptionally strong and broad technical background, including demonstrated expertise and technical leadership experience including: Key Responsibilities: + MITRE’s Strategy, Vision, and Mission: Effectively executes the strategy, vision, and mission + Strategic Outcomes: Partners with leaders to establish the formulation and management of the sponsor strategy or corporate/functional strategy + Define the Right Work: Develops and provides oversight of the work program + Develop Our People: Develops, coaches, leads, and enables our workforce + Strategic Relationships: Develops close working relationships with sponsors and stakeholders, becoming a trusted advisor in the sponsor organization and/or across the MITRE enterprise on major initiatives, policies, challenges, and priorities + The MITRE Brand: Ensures product or program quality and is aligned to MITRE Brand + Good Steward of Resources: Partners with leadership to effectively manage (revenue, costs, people, etc.) at the appropriate organizational level The N551 Department Chief Engineer is responsible for leading and supporting project leaders and staff in the following areas: Technical Quality + Drive technical quality and lead the development of technical quality standards within a mission function/technical specialty and across a mission/technical area + Provide input on the quality of goals and operationalization of the good growth strategy in partnership with business and people leadership, including the quality of staff hired, staff development, and training initiatives necessary to ensure appropriate technical quality is achieved Technical Impact + Ensure that integrated portfolios/centers are driving coherent technical change + Ensure that individual projects are driving change at a technical level while partnering with project leaders to ensure the project itself is the right level of onset during inception + Ensure Mission Value Chains (MVCs) at the appropriate organizational level, technical substance, and support Project execution and delivery of products in the MVCs + Represent MITRE’s capabilities, impacts, and strategic direction to senior sponsors to improve the impact of our work Strategy Development + Develop the strategy for enhancing a technical field or the utilization of a technical field within MITRE, including research, internal and external initiatives, and partnerships + Develop the strategy for enhancing a technical specialty or the utilization of a technical specialty within MITRE, including the ability to call for a technical review on a specific project within the appropriate organizational scope Staff Development + Mentor, train, and develop staff across Europe and Africa. + Contribute to staff development, talent assessment, and planning (hiring, mentoring, and training needs), including senior staff across Centers. + Develop and define cultural initiatives in partnership with others to meet desired organizational culture + Identify training and education opportunities for N551 staff and other members of our work program. + Support the DM and the Division Chief Engineer in developing and implementing a strategy to make N551 staff more involved and aware of work in MITRE’s Internal Research and Development (IRAD) Program, with an emphasis on hands-on experimentation, prototyping, and transitioning successful IRAD efforts into the Europe and Africa work program. Partnership and Initiatives + Lead regional and cross-division technical initiatives with notable complexity, developing strategy for project execution + Lead cross-program and project-level technical initiatives + Maintain and strengthen effective staffing and capability development with MITRE Labs to enhance alignment with their technical strategies and to introduce innovative solution into the work program. Ensure that MITRE Labs subject matter experts are properly leveraged in the Department’s work program and technical quality program. + Collaborate with MITRE Labs and external partners to design and execute experiments, pilots, and field evaluations that inform sponsor decisions, mature prototypes, and demonstrate mission utility in relevant environments. In addition to the above responsibilities, the N551 Department Chief Engineer is expected to model and mentor the following traits: + Interpersonal skills. Be a proactive team member rand support team leadership partnering closely with both senior military leaders and action officers to identify operational and engineering challenges, potential solutions, and communicate project goals and impacts clearly and effectively. + Collaboration. Work within a team environment that leverages a robust network of MITRE and other professional connections to engage and collaborate with engineers and planners, subject matter experts, international program (foreign military sales) specialists, and defense acquisition professionals. Continue to leverage a pipeline of MITRE technical expertise from the Labs, capabilities from the MITRE Platforms, and transitioned R&D from the MIP into project delivery. + Senior Sponsor Experience. Comfortably and respectfully engage with both US and foreign nations’ senior military leaders and engineers as well as commercial executives and managers. + Flexibility. Be able to modify and alter course as the environment and sponsor priorities shift. Understand the power of reach-back and be an effective conduit to bring the talent forward to execute at the right time. Basic Qualifications: + Typically requires a minimum of 12 years of experience with a BS in a technical discipline, such as Engineering (Mechanical, Electrical, Aerospace, Manufacturing, Computer), Physics, Statistics, Mathematics, or related fields; or BA in International Relations, International Security, Management, or 10 years and Masters or 7 years and PhD or equivalent combination of related work experience and education. + Prior experience with US Department of Defense systems of systems integration + Strong system-of-systems engineering experience across weapon systems and mission sets + Experience leading highly technical teams + Experience mentoring and developing staff + Willingness to relocate to Stuttgart, Germany for a minimum 3-year assignment + Familiarity with Department of Defense military missions + Effective and influential oral and written communications skills + Active Top Secret/SCI Clearance + U.S. Citizenship required + This position has an on-site requirement of 5 days a week on-site.
