Northrop Grumman’s Chief Information & Digital Office (CIDO) is seeking an experienced Enterprise Services Program Manager (ESPM) to work with a dynamic team that provides IT leadership and direction for the Payload & Ground Systems (PGS) Division classified networks, with an emphasis on the Integrated National Systems (INS) business unit across various locations.

The ESPM coordinates all aspects of implementing innovative information technology (IT) solutions that deliver value and enable PGS Division and Classified Solutions partnership for greater efficiency. This includes leading IT strategic planning and IT implementations, as well as day-to-day IT activity across the INS business unit. In addition, the ESPM, in coordination with CIDO value streams and Enterprise Classified Solutions, is accountable for the delivery of a reliable, redundant, inventoried and compliant classified computing infrastructure. The Enterprise Services Program Manager (ESPM) is the focal point and ambassador for the CIDO organization and all services that CIDO provides. The ESPM works closely with other Functions and Shared Services teams, including Facilities, Physical Security, InfoSec/Cyber Security, Infrastructure Services, IT Operations and Application services, to securely deploy, maintain and optimize IT services that enable PGS Division classified and unclassified operations. The ESPM may also be tasked with overseeing or processing purchasing requirements for classified networks.
ESPM job duties include:
Effectively interacts with members of the Classified Solutions team to optimize IT strategies in support of the organization's goals and objectives.Provides leadership over IT activities supporting a portfolio of various networks, including strategy development, budget and cost management, proposal development, product and service acquisition and delivery to ensure timely, cost-effective deliveries and high level of customer satisfaction.Coordinates with project teams and resource managers to ensure delivery of requirements are met, changes are documented, and systems are developed, integrated, tested and deployed.Resolves competing demands related to project scope, schedule, cost, customer satisfaction, and quality and ensures compliance with organizational processes and proceduresApprises CIDO management of status, customer satisfaction, and risks that might affect program performance to ensure team successThis position requires collaboration and teambuilding across multiple domains and a demonstrated ability to independently prioritize, plan, and execute work tasks in a rapidly changing, fast-paced environment while maintaining high quality results.This position can be filled at either level 3 (Principal), or level 4 (Sr. Principal), based on the below qualifications.
Basic Qualifications (for level 3):
Bachelor’s degree in a STEM (Science, Technology, Engineering, Mathematics) related field with a minimum of five (5) years of relevant technical experience; OR a Master's degree in a STEM related field with a minimum of three (3) years of relevant technical experience is required (a total of 9 years of relevant technical experience may be substituted in lieu of a formal degree)Candidates must have a current DOD Top Secret/SCI level security clearance (at a minimum) in order to be consideredCandidates must be willing, and able, to obtain a Polygraph as a condition of continued employmentExperience in support of Software Development, Information Technology, or Engineering is requiredProven ability to provide strategic direction regarding IT products, processes, applications and technologyExperience with managing cross functional teams, leading projects, budgets and schedulesBasic Qualifications (for level 4):

Salary Range: $110,300.00 - $165,500.00Salary Range 2: $137,400.00 - $206,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
