The primary purpose of the Traffic Systems Operations section (TSO) is to develop and implement regional and statewide Transportation Systems Management and Operations (TSMO) strategies to improve mobility and reliability on arterials and freeways. The Signal System Timing and Operations (SSTO) group of the TSO is responsible for optimizing new and existing (re-time) existing signal systems on North Carolina’s arterials, as well as advancing TSMO culture and philosophy by establishing policies, procedures, practices, and standards for signal system timing across the State. In this role you will: + Design, implement, optimize traffic signal system coordinated timing plans that are accurate and conform to state and national standards and good engineering practices. + Use various traffic signal modeling software to analyze and design traffic signal system coordination + Review, evaluate, and provide feedback on signal timing plans prepared by others + Manage multiple projects simultaneously. Applicant should be a self-starter who thrives in autonomous work environments. + Be a technical expert in the functionality of various statewide signal controller and central signal system software packages. + Research and evaluate current technologies in the signal operations and timing field and stay current on how these technologies may be used to the benefit of the unit/department/agency. + Serve as a subject matter expert on various project teams providing technical expertise and answering complex questions related to traffic signal system design and operations. Collaborate with team members across the TSMO Unit’s various sections regarding signal timing and operational topics + Communicate effectively in both written and spoken environments, often conveying technical information to partners or stakeholders who may or may not be familiar with signal timing and coordination topics. + Support the Traffic Systems Operations section in emergency response activities during statewide activations Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: + Extensive knowledge and understanding of advanced signal coordination and system timing concepts, traffic analysis and optimization software, timing plan development, and review, implementation, and fine tuning of signal timing plans + Knowledge of contract and project management + Demonstrated leadership experience, skills, and knowledge + Knowledge of traffic signal design and operation standards, traffic signal controllers, and associated devices and software + Excellent written and verbal communication skills and the ability to clearly present complex topics to a diverse group Additional Expectations: Applicant is expected to have the ability to work cooperatively in collaboration with diverse stakeholders. Applicant must be able to legally operate a state vehicle. Working toward registration as a Professional Engineer in the State of North Carolina is desirable. Work requires ability to safely and frequently travel long distances to conduct outdoor, day and night field investigations through the full range of live traffic, environmental and terrain conditions. Management Preferences: Preference will be given to an individual licensed as a Professional Engineer in NC.
