Job DescriptionPosition Overview
GDIT is seeking an experienced Enclave Manager to lead planning, coordination, and delivery of a secure, multi‑cloud research enclave that supports federal data access and linkage initiatives. This role is accountable for implementation, execution, staffing, and customer satisfaction, ensuring that infrastructure, security, and user services meet program goals and requirements. The Enclave Manager works closely with government sponsors, technical leads, and partner teams to translate roadmap and contractual requirements into integrated plans and measurable outcomes

Own the opportunity to deliver a secure, scalable research enclave that enables aging, health, and health services researchers to access, analyze, and share sensitive data confidently. In collaboration with technical leadership, ensure that investigators can use federal and non-federal datasets in a high-performance environment that meets FISMA Moderate, FedRAMP, and Zero Trust expectations.
What You’ll Need to Succeed
Masters’s degree or equivalent experience in a relevant field.7+ years of experience managing federal IT, cloud, or data platform programs.Relevant Professional certifications.PMP, CISSP, CISM, SANS GSNA, or other relevant credentials.Demonstrated success leading multi‑disciplinary technical teams in delivering complex systems on time and within budget.Strong understanding of project/program management, including planning, financials, risk/issue management, and reporting.Experience with cloud‑hosted research/analytic environments and familiarity with FedRAMP, FISMA Moderate, Zero Trust, and related frameworks.Proven ability to collaborate with stakeholders, translating technical roadmaps and constraints into clear plans, tradeoffs, and decisions.Excellent English written and verbal communication skills, including briefings and reports for stakeholders and technical audiences.Ability to obtain and maintain a Public Trust or higher and authorization to work in the United StatesTravel at 10–25% to support on-site collaboration primarily in the DC Metro area.Preferred
Doctoral degree in a relevant field such as biomedical sciences, bioinformatics, health services research, epidemiology, biostatistics, or health informatics.11+ years of progressively responsible experience managing data programs, with leadership of CMS linkage, NIH linkage programs, or similar large-scale data integration efforts.Experience coordinating with secure enclave and cloud engineering teams operating in FISMA Moderate / FedRAMP Moderate environments aligned with Zero Trust principles.Technical certifications in relevant areas such as cloud, information security, or data engineering that support managing complex federal data programs.Direct experience supporting HHS or NIH customers on linkage, data enclave, or real-world data initiatives, particularly in aging or health services research domains.Familiarity with interoperability and research standards and application RWD.
