This position involves managing complex federal budgets and contracts while serving as the lead investigator for regulatory compliance. The position collaborates with various internal partners, including the Medicaid Rural Hospital Flexibility (Flex) Program, the Maternal and Child Health (MCH) Unit, the Public Health and Preparedness Response (PHPR) Unit, the Community Prevention Unit, and the Behavioral Health Division. This position also works closely with diverse external partners. The EMS Program Supervisor ensures that EMS providers and agencies adhere to state and federal laws, manages personnel, and shapes the future of the state’s EMS landscape through administrative rule recommendations and educational leadership. In addition, this position may serve as needed during state-level mass casualty, public health, or medical responses and provide input into preparedness processes to ensure that the EMS response accurately reflects the needs and capabilities of the Wyoming EMS System. Explore our Total Compensation Calculator: compensationcalculator.wyo.gov Human Resource Contact: wdhrecruit@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level. + Supervises and directs the work activity of two (2) EMS Unit staff by establishing clear performance expectations and providing ongoing mentorship; Translates strategic goals into actionable daily tasks for the team, ensuring the unit meets all statutory and grant-funded deadlines. + Develops and monitors objective performance measures for EMS education and compliance, and assists the EMS Unit Manager with developing and implementing performance management and quality improvement projects. + Grant writer and manager for the Health and Human Services Emergency Medical Services for Children (EMSC) federal grant; ensures all performance measures and federal reporting requirements are met. + Manages complex federal and state budget allocations, ensuring fiscal integrity and compliance with state procurement protocols. + Oversees the development, negotiation, and monitoring of contracts to ensure that third-party vendors and partners deliver high-quality services aligned with grant objectives. + Acts as the primary liaison between the EMS Unit and internal partners (Maternal and Child Health Unit, Community Prevention Unit, Flex Program, and Behavioral Health Division) to align pediatric care initiatives with broader public health goals; and cultivates and maintains partnerships with diverse external stakeholders. + Serves as the lead for investigating complaints and potential violations of state laws by providers and agencies, and analyzes investigative evidence to provide formal recommendations on the status of professional licenses. + Evaluates the current EMS landscape and makes recommendations for administrative rule changes to modernize state EMS standards; drafts policies and procedures that align with administrative rules. + Provides leadership in developing educational programs and working closely with training coordinators throughout the state. + May be asked to serve as a key subject matter expert during mass casualty incidents, public health emergencies, or state-level medical responses, and provide input into preparedness processes to ensure that emergency response frameworks accurately reflect the actual capabilities and logistical needs of the state's EMS system. Qualifications PREFERENCES: Preference will be given to candidates with 3-5 years of personnel management and supervisory experience; a Bachelor’s degree in Public Administration, Healthcare Administration, Emergency Management, Education, or a related field; active or former EMT, or higher-level licensure. KNOWLEDGE: + Skills in intermediate-level word processing and data software + Skills in various communication styles + Knowledge of EMS system design, administration, current trends, and the Wyoming EMS landscape + Knowledge of grant writing and management, budget management, and project management + Knowledge of State procurement and purchasing procedures + Knowledge of Wyoming personnel rules + Knowledge of legal requirements and procedures relating to rule promulgation + Knowledge of state and federal laws, rule promulgation, and the administrative fair hearing process. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Healthcare) Experience: 1-2 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + Must be able to travel both in-state and out-of-state.
