The Workforce Engagement and Development (WED) team supports SR's mission to build a more agile, skilled, and engaged workforce by designing, executing, and facilitating people and culture strategies and programs that enhance employee engagement and career development.

The AI Program Product Manager leads enterprise technical AI initiatives, bridging cutting-edge AI capabilities with enterprise business needs. This role requires both technical expertise to evaluate emerging AI technologies and the strategic vision to guide organizational AI maturity. In this influential position, the successful candidate will build alignment across technical and business stakeholders while managing AI governance, vendor relationships, and product portfolio prioritization. Requires bachelor's degree and excellent analytical ability, oral and written communications skills. Requires expertise in the benefits area of human resources management normally acquired through 6 years extensive responsible work experience and a broad understanding of the interrelationships between benefits and other human resources disciplines. Preferred experience in federal government benefits programs, including various health, dental, vision, retirement and pension plans. Technical benefits knowledge of automated systems (Workday and Service Now desired). Demonstrated abilities in strategic planning, program design, risk assessment and monitoring, automation, staff supervision, and functional management.
Applies guidelines, including Board, division, Federal Reserve System, and in some instances, federal government policies and regulations in addressing benefits problems, but independently determines methods and approaches to problem resolution. Confers with Sr. Manager and Chief Human Capital Officer on issues that deviate significantly. Resolves benefit issues at a program development level, including identification and development of automated solutions for monitoring benefit plans. Develops oversight principles.
The work requires initiating, directing, and performing analyses of complex regulations and operational issues affecting Board benefit programs. Must have a good understanding of the operations technical, policy legal, and regulatory requirements for Benefits programs. Follows changes in law and regulations and recommends creative solutions to operational and policy issues based on an understanding of the subject matter. The work also involves the development of new systems, processes, and procedures to ensure effective delivery and administration of benefits services.
The work affects programs that impact all Board employees, compliance with benefits regulations, delivery of services, and the design of benefits programs.
Interacts with all levels of Board staff regarding Board benefit programs. Represents the Board on committee and Federal Reserve System benefits initiatives. Develops industry and Federal Reserve Bank contacts and resources regarding trends and emerging issues. Make presentations to senior level Board staff.
Manager of staff dedicated to benefits function. May also direct work of other Division staff and of work teams.
The Spend Resource Management section supports the Board in meeting its responsibilities for overseeing and promoting the effective and efficient use of Reserve Bank resources through its coordination of the Reserve Banks’ annual budget process and monitoring of Reserve Bank financial performance. The section also oversees the development of Reserve Bank cost accounting policies and procedures, oversees the Reserve Banks’ compliance with cost accounting and discretionary expenditures policies and procedures, and ensures that standard and meaningful financial information is available. Additionally, the program facilitates compliance with the provisions of the Monetary Control Act of 1980 related to the recovery of imputed costs on the fees charged by Reserve Banks for payment services provided to depository institutions.
To meet the objectives of the section, the Financial Institution and Policy Analyst would undertake critical analysis and assessments to ensure that the Federal Reserve System’s authorized position threshold, expense, and capital budgets for all Reserve Banks, System IT, and Federal Reserve Financial Services are appropriate, reasonable, and aligned; Federal Reserve System services are provided efficiently and cost-effectively; and local investments reflect System priorities. Through this oversight, the analyst will need a broad understanding of the Federal Reserve System , develop strategies to influence System budget discussions with the aim of bolstering spend stewardship and accountability.
An understanding and familiarity with financial statement modeling and cost accounting policy, primarily focused on activity-based costing techniques, is desirable. The need for collaboration within the Division and across the organization requires a strong foundation in accounting and budgeting, evidenced by an accounting, finance, or economics degree, or prior experience working in the accounting field/financial area with a focus on spend stewardship, management reporting, and cost accounting systems. Understanding of Federal Reserve cost accounting and/or financial accounting policies is highly desired. Understanding of data structures and financial information systems, and interest in automating financial information reporting processes desired. Experience using Excel, or like tools, for retrieval of data from Online Analytical Processing (OLAP) databases, Microsoft-based (MS) Business Analytics, Workday, Tableau, and similar reporting tools is highly desired.
A bachelor's degree in finance, accounting, business administration, public policy, economics, or another related field and a minimum of 2 years of related experience, or a master's degree in a related field and 1 year of related experience.

Selection Process
We will conduct an initial screening based on your application materials. Candidates who are successful in meeting our initial criteria may receive an invitation to participate in a virtual first-round interview. Following that interview, some candidates will receive an invitation for a flyout to one of our Washington, D.C. locations. Flyout interviews include meeting with multiple Board staff and the candidate conducting a 75-minute seminar. The Board extends offers on a rolling basis following flyouts, and start dates are negotiated between the candidate and the hiring division/section.
