This position is located in Guilford County and will serve as the District Engineer for Guilford County. This is an Engineering Supervisor III position that will manage the administration of highway construction contracts, supervise contact construction work, establishment of engineering controls for the contractor and inspection of the construction work. The position will also manage operations including encroachments, subdivision reviews, driveway permits, oversize and overweight permits, and road additions. Additional responsibilities include fiscal and personnel management and serving as a point of contact for local governments, planning organizations and the general public to provide maintenance and construction information, coordination and service delivery. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: + Experience in reviewing project plans and specifications for locally managed projects, subdivisions right of way encroachments and driveway permit applications for compliance with all applicable design and safety standards + Customer Service experience with internal and external customers including Division Personnel and management, Municipal and County governments, consultants, and contractors, elected officials and the general public to include publicly explaining engineering concepts to various customer groups + Thorough knowledge and understanding of engineering concepts, practices and theories used in the planning, project development and construction activities of the roadways and bridges to include multiple projects both simple and complex + Knowledge of contract administration to ensure projects are constructed in accordance with the department’s specifications, standard drawings and policies + Experience collaborating with others in finding solutions to controversial or sensitive matters that establish precedents Additional Expectations This position must apply safety philosophy to all operations. Ability to work safely in an outside environment with exposure to hazards on construction sites including night work, heights, highway traffic and traversing rough terrain in evaluating highway construction. Must be able to effectively communicate in a clear, concise, organized and persuasive manner in both verbal and written communication. Ability to supervise activities of lower-level employees and instruct them in proper work methods of highway and bridge construction. Knowledge/Skill with Microsoft Office products such as Word and Excel. Knowledge of HiCams and SharePoint/Plus preferred. Registration as a Professional Engineer by NC Board of Examiners for Engineers & Surveyors preferred. The selected applicant will be expected to legally operate a motor vehicle. Safety toe shoes are required for this position.
