This role also serves as the Small Business Liaison Officer (SBLO) and is pivotal in shaping procurement policies, managing supplier relationships, and preparing for government audits, including CPSR.

Job Description

We are seeking a highly skilled and experienced individual to lead our procurement and subcontracting team, ensuring compliance with federal regulations and company policies. This position will play a pivotal role in executing our strategic plan as the Small Business Liaison Officer (SBLO), while leading a team of acquisition professionals.

ResponsibilitiesDevelop and implement process enhancements to improve functional efficiency and supply chain optimization.Proactively identify risks and develop mitigation plans.Shape procurement and subcontracting policies and procedures.Oversee all subcontracts and purchase orders to ensure CPSR compliance from initial placement to contract closeout.Negotiate and manage key supplier relationships, overseeing internal and external audits.Identify opportunities for cost reduction and long-term affordability within the supply base.Ensure procurement processes comply with regulatory, legal, and ethical standards.Prepare for and participate in government audits such as CPSR.Build and maintain strong relationships with key suppliers, monitor supplier performance, and conduct supplier risk assessments.Analyze procurement data, identify trends, and present actionable insights to senior leadership.Lead negotiations for subcontracts, procurement agreements, and purchase orders.Collaborate with cross-functional teams to meet project deadlines.Establish sourcing strategies aligning with business objectives and ensure a reliable supply chain.Oversee the procurement and subcontracting budget, track spending, and identify opportunities for cost savings.Lead, mentor, and develop the procurement and subcontracts team.Interview, hire, and train employees; plan, assign, and direct work; appraise performance; address complaints and resolve problems.Essential SkillsDeep understanding of acquisition policies, small business requirements, and FAR/DFARS.10+ years in government acquisition.5+ years of supervisory experience.Proficiency with MS Office Suite (Word, Excel, Teams, PowerPoint, Outlook).Excellent oral and written communication, people, and problem-solving skills.Experience working in a CPSR environment and participating in CPSR audits conducted by DCMA.Bachelor’s degree in Business, Finance, Supply Chain Management, or a related field.
Pay and Benefits

The pay range for this position is $190000.00 - $228000.00/yr.
