Director, Wholesale FTP Oversight

Job Description

What is the opportunity?

This is an exciting and newly created role within Group Risk Management (GRM) that will establish and lead independent second‑line oversight of RBC’s global Capital Markets Funds Transfer Pricing (FTP) frameworks. You will provide governance, review, and credible challenge over FTP policies, methodologies, processes, and reporting executed by the first line, supporting a $1.2 trillion balance sheet. Success requires deep FTP expertise, strong risk judgment, and exceptional interpersonal and influencing skills to build a high‑impact oversight function from the ground up.

What will you do?

Provide independent global second‑line oversight of Capital Markets FTP methodologiesReview, challenge, and approve (where applicable) Wholesale FTP methodologies and enhancements proposed by the first line, ensuring alignment with internal policies, regulatory expectations, and sound risk‑management principlesGovern Capital Markets FTP‑related policies, frameworks, and controlsReview, challenge, and provide approval or recommendations on FTP policies, methodology changes, and policy exceptions submitted by the first lineEnsure proposals are supported by robust analysis, documentation, and governance, coordinating with Corporate Treasury and Finance globallyOversee Capital Markets FTP‑related processes and systemsReview and challenge assumptions, inputs, and curves used in Finance’s FTP systems and processes from a second‑line risk perspectiveProvide independent challenge and approval input on material enhancements to wholesale FTP systems and methodologies implemented by the first lineLead regulatory, audit, and senior‑management engagementServe as a global second‑line subject‑matter expert supporting regulatory reviews, audits, and internal governance forums on wholesale FTP mattersPrepare independent risk assessments, briefing materials, and escalations of material issues arising from first‑line submissions to senior management and risk committeesDrive broader oversight initiativesDevelop a comprehensive understanding of enterprise cash flows to inform effective second‑line challenge, in partnership with Treasury, Finance, and Capital Markets globallyProvide independent analytical insights and risk opinions to senior leaders across GRM and first‑line stakeholders



What do you need to succeed?

Must‑have

Deep expertise in FTP principles, methodologies, governance, and controls10–15 years’ experience with a major financial institution in Treasury, Capital Markets, Risk, or Liquidity Management, including direct exposure to FTPDegree in Business, Economics, Finance, Mathematics, or another quantitative fieldStrong knowledge of wholesale money markets, including repo, securities financing, equity financing, and related funding marketsFluency with equity total return swaps (TRS), prime services, and the associated balance sheet, liquidity, and funding implicationsExceptional communication and interpersonal skills, with the ability to influence senior stakeholders globallyStrong analytical capabilities, including reviewing quantitative methodologies and large datasets (advanced Excel required)Proven initiative and ability to operate independently in a fast‑paced, complex environment while establishing a new oversight function



Nice‑to‑Have

Experience in a second‑line risk or independent oversight functionCFA and/or FRM designationBroader understanding of wholesale trading, funding, and credit productsFamiliarity with BCBS, OSFI, and other major regulatory frameworks (experience with other major jurisdictions is an asset)
