This is a pivotal role within NTT DATA Inc Singapore, created to drive step-change growth in our Public Sector business by focusing on large, complex, multi-year, multi-portfolio deals.
The Director – Large Deal Hunter (Public Sector) engages strategic government and public sector clients to baseline their landscape, understand their policy priorities, operational pains and digital ambitions, and propose differentiated solutions that leverage NTT DATA’s full stack of services – Applications, Cloud, Cyber Security, Data & AI, BPS and Infrastructure. The focus is on new logo acquisition and significant wallet-share expansion in selected agencies, ministries and public institutions in Singapore and ASEAN.
Detailed Roles & Responsibilities
The Large Deal Hunter will primarily own and drive the seeding and closing of large multi-portfolio deals in targeted public sector accounts assigned by the business. The role spans:

Provide inputs to and execute the hunting strategy for Public Sector in the assigned territory.Define priorities and strategies for target countries/agencies (central and local government, public healthcare, education, transport, smart cities, justice, social services, public safety, and regulators).Review the top public sector accounts and installed base for growth opportunities; identify new logos, MHAs, target agencies and key sponsors.Incorporate NTT DATA strategic initiatives (e.g. digital government, cloud and cyber, data platform and AI, citizen experience, shared services) into account strategies and plans.Create engagement plans for target accounts, including entry strategies, key initiatives and calendar of executive touchpoints.2. Opportunity Seeding
Support Client Managers in account planning by doing the groundwork to understand the client’s enterprise-wide landscape, policies, legislation, budget cycles and digital roadmaps, and identify relevant NTT DATA solutions.Execute entry strategies by conducting workshops, presentations and executive meetings at client organisations to shape their thinking around potential opportunities and formal buying processes (RFI/RFP/tenders).Interact with public sector advisors, ecosystem partners and industry bodies to understand market dynamics, procurement frameworks and competitive intensity in each jurisdiction.Proactively identify large transformational opportunities (e.g. whole-of-government digital platforms, shared services, mission-critical system modernisation, data and AI platforms, cyber resilience programs) and position NTT DATA as a strategic partner.3. Opportunity Strategy & Execution
Lead or co-lead to seed and close strategic, large, complex or highly competitive public sector pursuits (TCV >$2M, min $1M of Services, 2 or more product portfolio), from opportunity qualification through to commercial closure.Stitch multi-domain solutions with solution and technical architects across NTT DATA service divisions, balancing value, risk and cost to meet public sector objectives (service quality, compliance, transparency, value-for-money).Engage and align internal stakeholders (service lines, delivery, finance, legal, risk, operations) and external partners (hyperscalers, ISVs, local partners) to create compelling, compliant and competitive proposals.Lead proposal development, pricing strategy and negotiations with client stakeholders, procurement and legal, ensuring adherence to public sector tender rules and approval processes.Shape commercial constructs suited to public sector (e.g. framework agreements, managed services, consumption-based, outcome-based, and co-innovation models), while protecting NTT DATA margin and risk profile.4. Portfolio Ideation
Act as the voice of public sector clients into NTT DATA service lines, sharing insights on emerging policy, regulatory and technology trends to inform portfolio direction and investments.Benchmark NTT DATA offerings against competitor capabilities and government reference architectures to keep our propositions leading-edge and differentiated.Contribute to development of public sector solution blueprints and accelerators (e.g. digital citizen services, digital ID, case management, smart city platforms, GovCloud landing zones, data-sharing platforms).5. Define and maintain an innovation strategy for each large installed base, in collaboration with delivery and account teams, to bring continuous digital innovation into ongoing engagementsIdentify opportunities for scope expansion, new initiatives, renewals and extensions based on evolving policy directions and agency priorities.Ensure structured governance and executive steering mechanisms are used to track value realisation and client satisfaction.Knowledge & Skills
Expertise (or strong appreciation) of the public sector value chain and operating models across central and local government, public healthcare, education, transport, social services, public safety and regulators.Understanding of public sector policy, funding and procurement processes (budget cycles, RFI/RFP/tendering, framework agreements, evaluation criteria, governance).Awareness of digital government and public sector transformation trends:citizen and business digital servicescloud adoption and data sovereigntycyber security and resiliencedata platforms and AI/analyticssmart cities and digital infrastructureshared services / back-office transformation.Ability to translate public sector needs and ambitions into high-level architectures and multi-domain solutions, orchestrating domain experts and architects to optimise value and cost.Strong commercial skills: understanding of public sector commercial constructs, target cost/price models, CapEx/OpEx/PAYG and outcome-based pricing.Proven experience creating world-class proposals and value propositions, and presenting them compellingly to C-level and senior public officials.Ability to sense market trends, distinguish hype from actionable innovation, and prioritise what truly moves the needle for public sector clients.Excellent verbal communication, presentation, facilitation and interpersonal skills; strong stakeholder management and negotiation capability.Qualifications & Experience
Bachelor’s degree in Engineering, Computer Science, Business, Public Policy, or any technology discipline.Master’s in Business Management, Public Administration, or executive management programs in business/public sector preferred.Strong working connections and knowledge of the public sector, especially local ecosystem partnersTotal experience of 15+ years, with at least 5+ years specialising in selling and closing large, complex deals in Public Sector (national, state/provincial or local government, public healthcare, education, or related public institutions).Experience in public sector–focused roles within global SIs, hyperscalers, major technology providers, or top-tier consulting firms.Demonstrated track record across the sales lifecycle from inception to conclusion:account planningbusiness developmentopportunity planningopportunity execution and closure.Evidence of engaging with C-level leaders and senior public officials, strategic partners and internal stakeholders in complex, multi-party environments.Experience orchestrating solution and technical architects to optimise value–cost of solutions in highly regulated environments.Workplace type:
