  Role Summary

The APAC Director, Strategic Delivery – Construction is accountable for the strategic planning, governance, and successful delivery of construction programs across Southeast Asia. This role ensures projects are delivered safely on schedule, and to quality standards while driving consistent regional processes, scalable delivery systems, and strong stakeholder alignment across Real Estate/Facilities Development, Design, Network, Commissioning, Operations, and key partners.

This is a senior leadership role that blends program leadership with operational excellence—setting the delivery “system” for the region while ensuring execution on the ground meets business, customer, and readiness requirements.

  Key Responsibilities 1) Strategic Delivery Leadership (SE Asia Portfolio) Own end-to-end delivery outcomes across SE Asia construction programs (new builds, expansions, retrofits, and customer-driven delivery). Establish and maintain clear delivery governance: milestones, readiness gates, reporting cadence, and executive decision forums. Ensure delivery plans align with business commitments (RFS / Early Access / energisation / network readiness / customer turn-up). 2) Regional Process & Standardization Implement and continuously improve regional delivery processes (program management, change control, risk, cost, QA/QC, commissioning readiness, handover). Standardise operating rhythms: weekly program cycle, critical path tracking, trend reporting, and issue escalation. Build repeatable toolsets/templates (dashboards, checklists, handover packs, commissioning readiness, risk registers). 3) Program Governance & Controls Drive disciplined schedule, risk, and dependency management across multiple parallel projects. Lead critical path intervention and recovery planning when needed (acceleration plans, resource smoothing, constraint removal). Ensure strong management of change, claims exposure, and commercial discipline in partnership with PMO / Contracts / QS. 4) Cross-Functional Stakeholder Management Align Delivery with Design, Network, Commissioning, and Operations to ensure integrated planning and readiness. Act as the senior point of contact for delivery execution across internal leadership, colocation partners, GC/contractors, and customers. Lead executive-level communication—clear, concise, data-driven reporting with recommended actions/decisions. 5) Safety, Quality, and Readiness Champion a “safety-first” culture and ensure compliance with regional and site safety requirements. Drive quality assurance practices: inspections, defect management, system completion, and commissioning readiness. Ensure consistent handover and cleanliness standards appropriate to phase (construction → commissioning → operations). 6) Team Leadership & Capability Building Lead and develop a high-performing regional delivery team (Construction Managers, Project Managers, PMO/program controls, etc.). Build capacity plans and resource strategies to match the regional pipeline. Coach leaders to improve communication, stakeholder engagement, and disciplined execution.   Success Measures (KPIs) Delivery performance: milestone attainment (Early Access / RFS), schedule trend stability, and critical path reliability. Safety: incident rates, audit outcomes, and safety culture indicators. Quality & readiness: defect closure rates, commissioning readiness gates passed, handover pack completeness. Governance: on-time reporting, accurate forecasting, effective escalations/decision turnaround. Process maturity: adoption of standard regional delivery system; measurable cycle-time reductions and fewer recurring issues.   Required Experience & Qualifications 12+ years construction/program delivery experience, ideally within mission-critical environments (data centers, critical infrastructure, industrial, pharma, aviation, utilities, etc.). Proven leadership delivering multi-project portfolios across Southeast Asia. Strong understanding of full lifecycle delivery: design coordination, construction execution, commissioning, and operational handover. Demonstrated capability building scalable processes and governance frameworks. Exceptional stakeholder management across technical and non-technical teams. Familiarity with contract/commercial management and schedule/cost controls.

Preferred

Experience delivering data center or critical facility programs. Knowledge of commissioning frameworks and readiness gating. Experience working with colo/partner delivery models and integrated network/customer dependencies.   Key Skills & Competencies Strategic leadership + execution focus (can set direction and drive delivery outcomes). Program governance and schedule discipline (P6/MS Project familiarity is a plus). Strong risk, dependency, and escalation management. High EQ, executive communication, and cross-cultural leadership. Process improvement mindset (Lean/continuous improvement experience beneficial).
