**Job Description Summary**
The Director of Government Pursuits & Compliance is responsible for leading end-to-end capture, proposal development, and compliance oversight for federal, state, and local government opportunities. This role ensures all submissions meet regulatory requirements, aligns internal teams around solicitation needs, and drives high-quality, competitive proposals that support business growth. The Director partners closely with delivery, capture, sales, operations, and compliance stakeholders to promote excellence in federal procurement, risk management, and process governance.

**Key Responsibilities**
**Government Pursuits & Proposal Leadership**
+ Lead full lifecycle proposal development for federal, state, and local opportunities.
+ Interpret and analyze solicitation documents (RFPs, RFQs, SOWs) to ensure full compliance and accurate response development.
+ Develop and maintain compliance matrices, storyboards, templates, and quality standards for proposal submissions.
+ Manage schedules, color reviews, and cross-functional contributors to produce high-quality, timely submissions.
+ Partner with business development to validate pipeline opportunities and guide pursuit strategies.
**Compliance & Regulatory Oversight**
+ Serve as the organization’s Government Compliance Officer, ensuring compliance with Federal Acquisition Regulations (FAR), agency-specific requirements, and internal governance processes.
+ Maintain and update contract manuals, compliance documentation, and internal controls.
+ Ensure company readiness for government procurement requirements, including SAM, and other eligibility systems.
+ Provide training and briefings on compliance standards to teams and leadership.
**Content, Quality & Operational Optimization**
+ Lead quality reviews and content refinement for high-visibility proposals.
+ Collaborate with content managers to enhance reusable content libraries and improve efficiency.
+ Conduct win/loss reviews to identify improvement opportunities and strengthen proposal strategy.
+ Ensure accuracy, consistency, and clarity across technical, management, and pricing volumes.
**Cross‑Functional Collaboration & Stakeholder Engagement**
+ Serve as a strategic advisor to capture teams, executives, and technical leads.
+ Coordinate with internal SMEs across multiple disciplines.
+ Guide alignment between government pursuits and organizational growth goals.
**Required Qualifications**
+ 10+ years of experience in government proposal management, capture, or compliance.
+ Extensive knowledge of FAR, federal procurement policies, government portals, and contracting practices.
+ Proven ability to lead complex proposals and cross-functional teams in high-pressure environments.
+ Exceptional writing, editing, and technical communication skills.
+ Strong organizational, analytical, and project management capabilities.
**Preferred Qualifications**
+ Experience in real estate, construction, engineering, or professional services environments.
+ Prior experience overseeing a federal compliance program or committee.
+ Familiarity with systems such as SharePoint, MS Office, Adobe, CRM platforms, and proposal automation tools
+ Ability to educate teams and develop training materials on compliance and proposal best practices.

The compensation that will be offered to the successful candidate will depend on factors such as whether the position is covered by a collective bargaining agreement, the geographic area in which the work will be performed, market pay rates in that area, and the candidate’s experience and qualifications.
The company will not pay less than minimum wage for this role.
The compensation for the position is: $ 157,250.00 - $185,000.00
