Director, Global HR Risk Office- International Expansion & Integration Program Lead

Capital One's Global HR Risk Office is actively seeking a highly strategic and experienced Director to step into a pivotal role leading our Global Expansion & Integration team. This is a unique opportunity to lead a team of risk managers (with program/project, process, and risk management experience) aligned with international talent expansion and integration initiatives, ensuring these efforts are underpinned by world-class, compliant, and well-managed people processes, making you instrumental in shaping the future growth and sustainability of our global workforce.

This role transcends traditional risk oversight; it is about partnering with international HR leaders, business executives, and Legal/Compliance teams to build scalable, destination-backed solutions for new market entry and talent integration. You will be instrumental in making sure that as Capital One expands its international footprint, our people and processes are managed with world-class rigor and foresight. A key function of this role is to support Enterprise International Risk Management initiatives, ensure HR is actively engaged, and influence how we evolve risk management programs across Capital One. This individual must possess significant program/project management, process management, and risk management experience.

Responsibilities of the Global HR Risk Strategy & Integration Director include but are not limited to:

Immediate deliverable: develop a sustainable, scalable HR Risk Management Framework across expanding global associate footprint.

Strategic Leadership: Provide vision and direction for a team focused on developing destination-backed risk solutions for global talent expansion and post-acquisition integration projects across LATAM, EMEA, and APAC.

Expansion & Integration Program Management: Act as the single point of contact for HR Business Partners and executive stakeholders aligned to global expansion and integration initiatives.

Risk Assessment & Solution Design: Oversee International HR Risk Assessments of new countries, territories, provinces, etc.; accountable for partnering with Global HR teams, International Risk, Legal and Compliance to ensure expansion efforts are assessed through appropriate forums.

Compliance & Regulatory Adherence: Partner with Global HR teams, Legal, and Compliance to review and ensure accurate regulatory applicability across all new geographies and integrated entities. Define and support the implementation of controls to ensure adherence with applicable US and local Employment and Privacy laws (e.g., GDPR, CCPA, etc.).

Control and Policy Infrastructure: Define, implement, and support HR Controls unique to new markets and integrated businesses. Support International HR teams when developing and implementing Policies, Standards, and Procedures, ensuring consistency and adherence to Corporate Policy Office expectations.

External Review Support: Define and Support International HR Audits & Exams, partnering with Global HR Leaders for seamless intersection with HR activities.

LOD Interaction Model: Partner with ERM and ORM to determine and optimize the appropriate interaction model with Global HR teams across the Lines of Defense.

Change Management: Partner with Global HR teams, Legal, and Compliance to assess the impact of regulatory changes to both employment and privacy laws; document implementation plans, as appropriate, to demonstrate ongoing compliance.

Maintain International Expansion HR Program documentation and reporting.

Basic Qualifications:

Bachelor’s Degree or military experience.

At least 8 years of risk management experience or at least 7 years of human resource experience

At least 5 years of process management experience

Preferred Qualifications:

Bachelor’s Degree 

10+ years of Human Resource experience

5+ years of experience in process management

5+ years of experience supporting, partnering, and interacting with key stakeholders or internal business partners

2+ years of experience influencing senior leadership

Agile or Design Thinking experience

Experience with Governance, Risk, and Compliance software tools 

Experience in controls development, controls management, and reporting activities

Knowledge of Global Privacy Laws, specifically General Data Protection Regulation (GDPR)

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

McLean, VA: $206,000 - $235,100 for Director, Risk Management

Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
