Summary: Administers and directs all plant engineering, maintenance and facility related support activities in an efficient and reliable fashion with regard to operation and maintenance of buildings, grounds, utilities and their distribution systems, energy conservation and renovation and expansion projects. Coordinates facility upgrades, renovations and maintenance in accordance with current federal, state and local standards, guidelines and regulations. Administers all services with full regard for a safe and comfortable environment. Departments consist of: Engineering, Maintenance, Grounds, Security, DeMay Laundry Services, and Housekeeping. STATUS: Full-time LOCATION: Newark-Wayne Community Hospital DEPARTMENT: Facilities SCHEDULE: Day Shift RESPONSIBILITIES • Ensures that entire campus environment is safe, comfortable, and in good maintenance. • Ensures that essential utilities are delivered without interruption. • Ensures that customer needs are dealt with in a timely and professional fashion. • Ensures that space requirements are adequately provided for and are designed to suit customer needs in accordance with all codes and regulations. • Ensures that the physical plant operation and construction activities are performed at the highest efficiency and at the lowest cost. • Provides effective leadership to inspire confidence and morale in all department areas. • Administers hospital policies and procedures in accordance with established guidelines • Acts as consultant to Administration for strategic planning, consultant service selection and major repair/purchase decisions. • Develops and implements programs to meet requirements of NYSDOH, OSHA, Joint Commission and consults with Administration on corrective action for Joint Commission surveys with regard to physical plant. • Ensures timely communication regarding facility issues to managers and staff. • Active member of affiliate’s OPs Council and Leadership Team. • Works effectively with colleagues and peers throughout the system. Responsibility for Operations and Maintenance. • Ensures that services operate as efficiently and effectively as possible; works with other departments toward achieving goals and objectives of the affiliate and meets the applicable standards and regulations of accrediting and licensing bodies. • Establishes and administers a preventative maintenance program. • Represents the hospital with the state and local authorities regarding inspections and surveys ensuring compliance with all codes. • Develops expense and capital budgets. Establishes controls and monitors all expenditures to stay within the budgeted amounts. Provides consulting service to other departments for capital budget items. • Administers a cost-efficient purchasing system in the ordering of equipment and supplies with the proper records, and controls/approves contract services. • Analyzes cost and work schedules, productivity, methods of repair, and repair or replace decisions. • Communicates with Administration with regard to potentially major problems/failures with buildings and equipment. • Administers and updates appropriate staffing patterns to suit conditions as requirements change and provides appropriate supervision and training of personnel. • Administers an effective Environment of Care safety program in the areas of Fire and Life Safety and management and staff training. • Directs an Energy Conservation Program to include: heating, ventilation, air conditioning, lighting and miscellaneous studies to control utility costs. • Directs outside contractor activities with regard to maintenance and repair and oversees their work for quality, cost effectiveness and safety. • Ensures ongoing maintenance of grounds. • Ensures cleanliness of facility and appropriate oversight of all environmental services. • Ensures careful and timely processing of residents’ laundry for maximum satisfaction. Responsibility for Central Plant. • Establishes a master plan to maintain central plant services including technology changes and growth to fully accommodate the entire campus and any off-site locations. • Provides leadership and administers energy conservation programs to maintain reliable services at the lowest feasible cost. • Incorporates energy saving ideas into strategic plan considering shortest pay back ideas; Responsibility for renovation and expansion projects. • Provides supervision, liaison, and coordination of all maintenance projects designed by contracted firms to assure a quality project under the restriction of cost guidelines. • Develops cost estimates on all maintenance projects from transmittal information in a detailed engineering fashion to include internal and external contractor totals. • Provides schedules of expected maintenance project completion dates. • Plans and recommends development of physical facilities. Reviews drawings and specifications for construction. Advises on structural changes and additions or modifications to buildings with attention to prioritization. • Establishes guidelines for external contractors and internal staff with regards to patient, visitor, and employee safety during construction projects. • Establishes procedures for external contractors and internal project staff with regard to Joint Commission guidelines for substitute protection, dust control and hazardous material precautions. • Performs other duties as assigned Minimum Qualifications: • Bachelor’s degree in Engineering or an equivalent combination of education and experience • Minimum 5 years of related experience, 2 years in a management role • Strong analytical, computer, and communication skills EDUCATION: LICENSES / CERTIFICATIONS: PHYSICAL REQUIREMENTS: S - Sedentary Work - Exerting up to 10 pounds of force occasionally Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. PAY RANGE: $85,000.00 - $140,000.00 CITY: Newark POSTAL CODE: 14513 The listed base pay range is a good faith representation of current potential base pay for a successful full time applicant. It may be modified in the future and eligible for additional pay components.
