POSITION SUMMARY
The Director, Compliance Development & NGB Services leads the Center's compliance development program and National Governing Body (NGB) engagement operations across the Olympic and Paralympic Movement. The Director manages compliance policy implementation and oversees day-to-day stakeholder engagement for 52+ NGBs and their local affiliates, playing a critical role in advancing compliance and culture change for the Movement through operational excellence in both technical compliance functions and relationship development.
This position integrates compliance oversight with hands-on management of NGB relationship development, requiring strong capability in both policy implementation and engagement operations. Reporting to the VP, ODC the Director operationalizes the strategic framework for compliance growth while overseeing the team responsible for day-to-day NGB engagement initiatives.
Essential Job Responsibilities
Drive and manage strategic initiatives related to safeguarding, compliance, and organizational development to promote a culture of safeguarding for NGBs and the United States Olympic and Paralympic Committee (USOPC). Manage and oversee comprehensive NGB and local affiliate engagement strategy; design and execution of the annual NGB Summit and year-round programming; development of tailored resources and support systems. In close collaboration with the Education/Training and Response & Resolution teams, develop and create NGB-specific compliance training materials, resources, outreach, and technical support to support the Movement in achieving lasting culture change at every level (local, state, national, elite). Lead the development and implementation of comprehensive NGB onboarding processes, ensuring alignment across all Center departments. Oversee compliance committees that review the Minor Athlete Abuse Prevention Policies (MAAPP) and other compliance materials to meet the evolving needs of the Movement. Exercise responsibility for grant oversight and budget management to ensure appropriate support and implementation of protocols related to compliance and engagement deliverables. Work in close partnership with the Director of Audit to integrate audit findings with compliance development support, maintaining clear role boundaries where Audit identifies gaps and Compliance Development builds capacity to close them through coaching, technical assistance, and resources. Refine and enhance compliance team policy review processes of MAAPP and other compliance policies across the Movement for approvals and amendments, ensuring consistency, efficiency, and regulatory alignment. Work closely with Education and Data teams to produce resources that enhance NGB culture change, including NGB needs assessments, MAAPP Evaluation and other methods to track sport-specific improvement and compliance. In collaboration with the VP, ODC, provide compliance support for organizations not within the Movement, including but not limited to AOCs, RSOs, and fee-for-service clients. Create, implement, and maintain an ongoing evaluation plan to determine effectiveness and impact of compliance development services and NGB engagement initiatives. Develop and oversee ongoing formal and informal professional development plans for the compliance development team and engagement team.
Additional Responsibilities
Oversee delivery of webinars and informational sessions for NGBs regarding new standards or emerging trends within the Movement. Serve as primary contact with outside organizations (NCAA, professional sport organizations) to develop relationships in alignment with Movement work, provide support through a fee-for-service model when requested, and ensure consistency and compliance when policies conflict. Develop materials to support compliance comprehension and effective implementation at every level of the Olympic Movement. Other duties as assigned
Knowledge, Skills, and Abilities - Required
Extensive background in compliance and policy development with demonstrated ability to translate complex regulatory requirements into practical implementation strategies. Proven ability to provide strategic oversight of relationship management and stakeholder engagement functions, with experience managing teams responsible for building trust and influencing without direct authority Strong experience setting direction for and evaluating the effectiveness of engagement strategies Excellent interpersonal and analytical skills with capacity to navigate sensitive organizational dynamics at a senior leadership level Excellent written and verbal communication skills, including the ability to effectively and professionally interact with NGBs, coaches, athletes, counsel, and colleagues at all organizational levels Exceptional writing and problem-solving skills to assess policy issues, recommend solutions, and make sound decisions. Ability to think critically and strategically on a regular basis Strong organizational skills and ability to prioritize competing demands in an extremely fast-paced environment while overseeing multiple workstreams Ability to articulate the impact of abuse on athletes and why culture change is critical to the mission and vision of the Center Highly proficient in Microsoft Office suite Superior leadership abilities including but not limited to delegation, problem solving, people management, strategic planning, integrity, and motivation Strong capacity for innovation and creativity in developing engagement strategies that meet diverse organizational needs Demonstrated ability to balance regulatory oversight with partnership-oriented approach Experience managing both technical specialists (compliance team) and relationship managers (engagement team) with different skill sets and priorities
Preferred
Extensive sports background as coach, athlete, or administrator with understanding of sport governance structures High emotional intelligence and strong decisive nature Experience with trauma-informed practices in training, assessment, or supervision Track record of successfully providing strategic oversight for both compliance functions and relationship/engagement initiatives, ideally integrating previously separate teams Experience overseeing large-scale convenings (conferences, summits) and year-round stakeholder engagement programming
Education & Experience
Bachelor's degree in organizational development, Education, Communication, or related field required, advanced degree or JD preferred At least 6 years of experience in policy/organizational development or compliance-related field 4+ years supervisory experience managing professional staff, ideally with experience managing diverse teams with different functional focuses Demonstrated experience providing strategic oversight for both technical compliance work and stakeholder relationship initiativesPreferred
