Deputy Project Manager-JOC
Title: Deputy Project Manager-JOC KBR Readiness and Sustainment division is the Team Behind the Mission. As KBR JOC we deliver construction services to the US Military and collation partners at Djibouti Africa Camp Lemonier Naval Base around the world. We furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform renovations, repairs, maintenance, replacements, alterations, demolition, and provision of temporary facilities for NAVFAC construction category II, III, and IV tasks. KBR/JOC ensures delivery to the highest standard in every aspect of construction work in a timely manner allowing deployed personnel to focus on mission execution. The Deputy Project Manager (DPM) supports the Project Manager in the execution and administration of Job Order Contracting (JOC) task orders for Naval Facilities Engineering Systems Command (NAVFAC) projects. The DPM assists with day-to-day contract management, coordination with Government stakeholders, and oversight of cost, schedule, quality, and safety to ensure compliance with NAVFAC requirements and federal regulations. Roles and Responsibilities: Contract & Program Management Assist the Project Manager in managing JOC and Mini MACC task orders in accordance with NAVFAC contract requirements, performance metrics, and delivery schedules. Support compliance with FAR, DFARS, NAVFAC P-445, UFC/UFGS, and applicable DoD policies. Assist in task order development, execution planning, and closeout documentation. Government Coordination & Communication Serve as an alternate point of contact with NAVFAC representatives, including Contracting Officers (KO), Contracting Officer’s Representatives (COR), and Public Works Departments. Support coordination with Government stakeholders, base personnel, and facility users. Prepare meeting agendas, attend Government meetings, and document action items. Cost, Schedule & Estimating Support Assist in preparation, review, and validation of task order proposals using approved Unit Price Books and NAVFAC JOC procedures. Support schedule development and monitoring to ensure task orders are executed within contractual timeframes. Quality Control & Safety Assist in implementing and monitoring the Quality Control (QC) Plan in accordance with NAVFAC requirements. Support compliance with EM 385-1-1, site-specific Accident Prevention Plans (APP), and safety reporting. Coordinate quality inspections, punch lists, and corrective actions. Risk Management & Issue Resolution Identify project risks, constraints, and potential impacts to cost or schedule. Assist in developing mitigation strategies and supporting issue resolution with Government stakeholders. Support claims avoidance through proactive communication and documentation. Reporting & Documentation Prepare monthly reports, task order status updates, and performance metrics for Government review. Maintain contract files, correspondence, submittals, RFIs, and closeout documentation in accordance with NAVFAC standards. Support audits, inspections, and Government reviews as required. Basic Qualifications: Bachelor’s degree. Minimum of 5 years of experience supporting construction or facilities projects for federal or DoD clients. Demonstrated experience working under JOC, IDIQ, and Mini MACC contracts. Familiarity with NAVFAC procedures and Government construction environments. Fluent in English (written and spoken). Must possess a passport book (not a passport card) with at least 12 months of remaining validity and 4 blank visa/stamp pages. Must hold a valid driver’s license with at least 6 months of remaining validity. Preferred Qualifications: Project Management Professional (PMP), Certified Construction Manager (CCM), or similar certification. NAVFAC, USACE, or DoD construction experience. OSHA 30-Hour Construction Safety Training.
