Department Comptroller
The American Legion Department of Minnesota
### Job Duties
1. Perform all payroll functions for The American Legion, Department of Minnesota, Legionville School Safety Patrol, Inc., and The Minnesota Legionnaire. These functions will include working with Paychex to produce payroll checks and deposits, administering 401K, administering flex fund withholding, and posting all entries to the financial software.
2. Perform all accounts payable and receivable functions for The American Legion, Department of Minnesota, Legionville School Safety Patrol Inc., The Minnesota Legionnaire, The American Legion and Auxiliary Brain Science Foundation, the Minnesota American Legion Foundation, the bowling program, the Hospital Association, and National Convention Corporation of MN.
3. Prepare an end of the month Financial Reports for The American Legion, Department of Minnesota, and communicate to all members of the Finance Committee. Additionally, prepare financial documents for the Legionville School Safety Patrol, Inc., The Minnesota Legionnaire, and the Hospital Association every month.
4. Prepare quarterly financial documents for The American Legion and Auxiliary Brain Science Foundation, National Convention Corporation of MN, and the Minnesota American Legion Foundation, and communicate to the board of directors of said corporations.
5. Administer the Group Health Insurance for The American Legion, Department of Minnesota, Legionville School Safety Patrol, Inc., and The Minnesota Legionnaire.
6. Work with the American Legion Auxiliary and their portion of health insurance and their 401K contributions.
7. Annually (working with the Department Adjutant and Department Treasurer), prepare a budget book for the Department Finance Committee to use in establishing the next year’s operating fiscal year budget.
8. Prepare a recommended budget for the Minnesota Legionnaire, Legionville, before their annual fall meeting. Assist and advise the other corporations with the development of their budgets.
9. Provide all requested assistance to the C.P.A. firm hired to perform audits, financial reports, and tax returns of The American Legion, Department of Minnesota, Legionville School Safety Patrol, Inc., The Minnesota Legionnaire, The American Legion and Auxiliary Brain Science Foundation, the Hospital Association, the National Convention Corporation of MN, and the Minnesota American Legion Foundation.
ADDITIONAL DUTIES:
1. Legionville Liaison working with all registration for the Legionville School Safety Patrol camp and working with the summer staff to get them the information needed weekly. These duties start in December and run through the last half of August.
2. Department Convention working with the delegates forms, convention call, committees & reports from those convention committees at the convention. Work with the convention resolutions as they come in post to the website and to the Legionnaire for publication.
3. Produce the Reports and Resolutions for the Department Convention book after each Department Convention each year.
4. Census Reporting every 5 years.
5. Research grant opportunities for the department and write and submit applications for grant awards.
6. Additionally, perform other duties as assigned by the Department Adjutant.
7. Travel is expected in the state of Minnesota to attend meetings, conferences, and conventions. There may be, at times, required travel to attend the National Organization meetings.
8. Manage State Unemployment and Family Paid Leave Program for the department & Legionville.
### Minimum Education Required
U.S. Generally Accepted Accounting Principles
1. Ability to create documents (charts, graphs, etc.) to demonstrate financial conditions.
2. Ability to communicate both orally and in writing in a professional manner
3. Ability to deal with people in a way that will foster teamwork and cooperation.
4. Ability for decision making in a time-limited and sometimes stressful environment.
5. The individual must possess a valid State Driver's License
A veteran who is eligible to be an American Legion member
### Minimum Experience Required
Cougar Mountain Fund Accounting Program, or be willing to learn the program
Competent with internet navigation and internet bill paying
Payroll – or working with a payroll corporation
