We are seeking an experienced Owner’s Representative Program Manager (ORPM) to serve as the Lead Program Manager on the owner’s side for a large-scale, multi-year data center campus development in Amarillo, Texas.
This role will act as the primary owner-side interface with a third-party development partner responsible for design, construction, and delivery of the campus. The ORPM will provide senior-level oversight across the full lifecycle of the program, ensuring alignment on scope, schedule, quality, safety, risk, and long-term operational readiness.
This position requires proven experience overseeing complex, mission-critical infrastructure programs of significant scale, strong judgment, and the ability to lead through influence in a developer-led delivery model.
Key Responsibilities
Owner Representation & Program Leadership
Act as the primary owner-side representative for a multi-phase data center campus program.
Serve as the senior point of contact between the owner and the development partner, maintaining alignment across all phases of delivery.
Lead program-level governance, decision-making, and executive reporting.
Developer Oversight & Delivery Governance
Oversee developer-led design and construction activities without direct trade or subcontractor management.
Establish and maintain clear governance structures, reporting cadence, and escalation processes.
Review and approve key milestones, design decisions, schedule updates, and change management actions.
Ensure delivery aligns with owner standards, performance expectations, and long-term operational requirements.
Schedule, Cost, and Risk Management
Monitor master program schedules across multiple phases and workstreams.
Track overall financial performance and proactively identify risks or variances.
Lead identification, assessment, and mitigation of program-level risks related to scope, permitting, utilities, supply chain, and execution.
Cross-Functional Coordination
Partner with internal stakeholders across engineering, operations, commissioning, security, legal, and finance.
Support planning for commissioning, acceptance, and transition to operations.
Drive consistency and lessons learned across phases of the campus build.
Quality, Safety, and Compliance
Ensure best-in-class safety performance and regulatory compliance throughout the program.
Validate quality assurance, testing, and commissioning plans appropriate for mission-critical facilities.
Support audits, inspections, and formal acceptance activities.

Skills and Requirements
10+ years of experience in program management, owner’s representation, construction management, or development oversight for large-scale infrastructure projects.
Background in data centers, critical facilities, or other high-reliability infrastructure (e.g., semiconductor, energy, healthcare, aviation).
Demonstrated experience overseeing major, complex, multi-year capital programs comparable in scope and complexity to hyperscale data center campuses or other mission-critical facilities..
Strong understanding of:
Design and construction lifecycle
Program controls (schedule, cost, risk, change)
Commissioning and handover for mission-critical environments
Ability to operate effectively with senior stakeholders, external partners, and executive leadership.
Willingness to be based in or travel regularly to Amarillo, TX. Experience working in a developer-led or client-side oversight model, with responsibility for governance rather than day-to-day construction execution.
Experience overseeing campus-scale or portfolio programs with multiple phases or sites.
Prior experience acting as an Owner’s Representative / ORPM for a large enterprise or infrastructure owner.
Familiarity with developer and EPC partner models.
Strong risk management and governance mindset.
