Summary This position is located under the Office of Intelligence Operations, International Affairs Division in San Salvador, El Salvador. The selectee serves as an assistant to the principal or senior ATF representative and is located in the host country. Assist in directing and managing the planning, development and implementation of joint strategies, tactics, information sharing and other programs involving mutual law enforcement concerns between ATF and the host country. Responsibilities The major duties of the Criminal Investigator( Assistant Country Attache) position include, but are not limited to, the following: Coordinates activities with the highest-level law enforcement, military, and other government officials in the host country and identifies problems and resolves disputes, misunderstandings, etc., with the U.S. Embassy staff and appropriate foreign officials. Serves as a U.S. expert spokesperson on all matters relating to firearms enforcement, with particular emphasis on international trafficking activities. Provides expert advisory services to law enforcement and other government officials in the host country on firearms enforcement strategies, tactics, operational practices, information sharing, firearms tracing, etc., and in major criminal investigations conducted by foreign law enforcement agencies. Leads and/or participates as a principal member of working groups, hearings, conferences, and formal meetings concerning the ITAR program and other law enforcement issues of mutual concern to the Bureau and to the host country. Performs the full range of supervisory duties over staff members assigned to ATF's office in the host country. Requirements Conditions of Employment The requirements listed below must be met by the closing date of the announcement. Key Requirements: Must be U.S. Citizen or National Selective Service registration is required for males born on, or after, December 31st, 1959. Those not registered should have an approved exemption on file. May be required to serve a one-year probationary period. Requires proficiency with a firearm per ATF's Standard. Driver's License You must be a current permanent Department of Justice employee with competitive status or a CTAP/RPL eligible candidate. Pass drug screening and subject to random drug test. Suitable for Federal employment determined by background investigation. You must meet all applicable time-in-grade requirements by the closing of this announcement. The selected employee will work with the International Affairs Division to obtain a Diplomatic Passport, which is issued by the Department of State. MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process. This is a non-bargaining unit position. Qualifications To qualify for this position at the GS-14 grade level, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-13 by the closing date of this announcement. Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience must include all of: Applying and enforcing ATF laws and policies concerning international trafficking in firearms; AND Providing specialized training on firearms identification and traceing methods; AND Negotiating and collaborating with others (i.e. interacting with other law enforcement agency (state, local or federal); AND Providing leadership or leading a team. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone. No substitution of education for experience is permitted. Additional Information Additional selections may be made from this announcement. A one-year probationary period is required for new supervisors and managers. Because the duty station is a hardship/overseas location, in accordance with ATF B 2303.3, after 3 years of service at or above a meets/acceptable/fully successful performance level, selectees will be given a Bureau-funded reassignment to one of three field divisions of their choosing. The Bureau will select one of those field divisions as the employee's new location, subject to available vacancies and resources. Employees who are reassigned to and serve 4 years may, at the end of the fourth year, designate a field division or State, whichever is largest, of their choice. The Bureau will select an office within that area as the employee's new office, subject to available vacancies and resources. Employees who serve 5 years or more may, at the end of the fifth year, designate three field offices of their choice. The Bureau will select one of those field offices as the employee's new location, subject to available vacancies and resources. Also, the incumbent may be eligible for education allowance (K-12) for children and living quarters, as defined by the Department of State. ATF has no decision in the housing process.
