Corporate Security Officer
We are seeking a highly skilled and mission-driven Facility Security Officer (FSO) to lead our facility’s security program in compliance with federal regulations, including the National Industrial Security Program Operating Manual (NISPOM). The ideal candidate will bring proven experience supporting security operations for the U.S. Intelligence Community (IC), managing classified systems and spaces, and interfacing with government agencies such as the Defense Counterintelligence and Security Agency (DCSA). This role also requires exceptional writing and communication skills to support policy development, proposal efforts, and regulatory adaptation. Key Responsibilities • Security Program Management o Administer and maintain a robust security program in full compliance with NISPOM, ICDs, DFARS/NISPOM, SEADs, and DoD/IC directives. o Draft and maintain internal security documentation, SOPs, and compliance manuals o Ensure continuous accreditation and inspection readiness: lead self-inspections and support government vulnerability assessments; implement corrective actions promptly. o Maintain accurate facility documentation in NISS and ensure continuous compliance with security standards o Mentor and train security team members supporting all contracts; maintain cross-functional training for continuity of support • Proposal & Documentation Support o Draft Security Volumes for classified proposal submissions, ensuring alignment with contract and agency requirements o Collaborate with proposal teams to articulate security capabilities and compliance strategies o Review and edit technical and security documentation for clarity, accuracy, and regulatory alignment • Intelligence Community & Collateral Systems Support o Manage Secret Collateral Area Room (SCAR) operations and Guest Collateral Systems o Serve as Information System Security Manager (ISSM) and Data Transfer Officer (DTO), overseeing secure data movement between classified and unclassified environments o Research, advise, and implement infrastructure and procedural changes to SCAR and facility security systems to ensure ongoing compliance with evolving regulatory requirements o Coordinate with government security officers to ensure proper configuration, access, and monitoring of classified systems • Personnel Security o Process and manage security clearances, reinvestigations, and access authorizations o Maintain accurate records in DISS and other IC-specific systems o Manage personnel security processes via platforms like DISS, NBIS, eApp, and IC systems o Oversee processing SF 86s, travel reporting and adverse information reporting. o Conduct indoctrinations, debriefings, and annual refresher training for cleared personnel • Physical & Information Security o Oversee access control systems, alarm monitoring, and surveillance infrastructure o Ensure secure handling, transmission, storage, and destruction of classified materials o Maintain accountability and control logs for classified holdings and media o Enforce visitor control and escort procedures within secure areas • Incident Response & Reporting o Investigate and report security violations, suspicious activities, and insider threat indicators o Coordinate with government security representatives on incident resolution and mitigation • Liaison & Communication o Serve as the primary point of contact with DCSA, IC security officers, and contract program managers and other cleared personnel o Collaborate with internal departments to ensure security compliance across operations o Communicate complex security requirements clearly and effectively to technical and non-technical audiences o Serve as a member of the Insider Threat Working Group (ITWG) and collaborate with Insider Threat Program Senior Official to ensure that the Insider Threat Program meets DOD and IC requirements Qualifications • U.S. Citizenship required • Active Top Secret clearance with SCI • Bachelor’s degree in a related field, such as criminal justice • Must live within 1 hour of Falls Church, VA • 10 years of experience in industrial or government security, with direct support to IC programs • Hands-on experience with SCAR, Guest Collateral Systems, DTO responsibilities, and classified proposal development • Demonstrated ability to research, interpret, and implement regulatory changes affecting facility and system security • Extensive knowledge of NISPOM, DoD/IC regulations, ICD 705, DFARS, SEADs, and cross-domain security policies. • Proficiency in security systems and databases such as DISS, NBIS, NISS, SWFT, eApp and IC systems. • Excellent verbal and written communication skills Ability to work independently and handle sensitive information with discretion Preferred Certifications • Industrial Security Professional (ISP®) • Certified Protection Professional (CPP) • National Classification Management Society (NCMS) Membership • Facility Security Officer Training Certificate (CDSE or equivalent) ManpowerGroup is proud to be an equal opportunity affirmative action workplace.
