Contract and Proposal Specialist in Plainview, NY
We are seeking a dedicated Contract Lifecycle Manager responsible for overseeing the complete lifecycle from solicitation to award for various contracts. The ideal candidate will have extensive knowledge of government and commercial sales opportunities, manufacturing processes, and US Government solicitation and bidding processes.
ResponsibilitiesReview and select government and commercial sales opportunities based on capability, competition, history, and expertise.Understand manufacturing processes, products, procedures, and material/labor/NRE regulations.Create, prepare, and submit responses for RFPs, RFIs, and RFQs with cost mark-ups.Lead contract and bid negotiations for terms and conditions, referring to legal counsel when necessary.Review, interpret, and lead the preparation of packages for Truth in Negotiation Act (TINA) requirements in proposals.Create and submit protests to the US government regarding solicitations and contracts awarded to competitors.Collaborate with the team to write, edit, and proofread proposal sections to ensure all requirements are accurately captured in CRM.Lead continuous improvement projects to enhance the current proposal/sales process.Support the sales team in developing plans for attaining new business.Lead Source Approval Request (SAR) package submissions for the US Government and manage actions by functional departments for the packages.Ensure compliance with Government regulations regarding SAR submittals.Implement effective contract management during project lifecycles, including customer liaison to improve contract win rates.Prepare, review, and negotiate agreements to protect the company’s commercial and legal interests.Ensure the effective flow down of prime terms into contractual arrangements with suppliers.Resolve inspection, compliance, or product acceptance issues in collaboration with internal teams and Government Source Inspection (GSI) employees.Essential SkillsStrong ability to work in a team environment and communicate effectively.Familiarity with the government bidding process and relevant websites such as SAM.gov.Experience with customer service, contracts administration, purchase orders, proposals, RFIs, RFPs, and RFQs.High proficiency in Microsoft Applications (Excel, Word, PowerPoint, Outlook, Teams, CRM, Visio).Working experience with US Federal Acquisition FARs/DFAR and US Export Regulations.Additional Skills & QualificationsBachelor's degree and/or 5 years’ experience in a related area such as engineering, business/marketing, finance, economics, customer service, or account management.Advanced degree and professional certifications (e.g., CPCM™, CFCM™, CCCM™) are a plus.Manufacturing experience highly preferred.Familiarity with US Federal Government agencies and/or procurement processes.Work Environment
This role operates in a standard office environment with working hours from Monday to Friday, 8:30 AM to 4:30 PM. The team consists of two members, including the manager. The candidate will use various technologies and equipment, including Microsoft Suite and CRM tools.
Pay and BenefitsThe pay range for this position is $105000.00 - $125000.00/yr.
