About the Opportunity 

This is an open position with FirstEnergy Ohio, a subsidiary of FirstEnergy Corp.

The Consultant, Legislative Policy serves as a strategic advisor and thought leader within FirstEnergy’s External Affairs organization. This senior role is pivotal in shaping company positions on complex legislative issues and driving policy initiatives that align with FirstEnergy’s business objectives. The Consultant is expected to demonstrate leadership through influence, mentoring, and cross-functional collaboration.

This is an onsite position reporting to the Director, Legislative Regulatory Policy & Administration and should be located near our Akron, OH Headquarters.

Responsibilities:

Legislative Analysis & Policy Development

Lead comprehensive reviews of proposed legislation; synthesize SME input and craft clear, actionable company positions.  Independently develop positions on emerging issues using sound judgment and prior experience; validate with SMEs and leadership.  Perform advanced legislative impact analysis, including drafting redlines and scenario modeling.  Research and anticipate legislative trends nationwide; develop strategic principles and guidance documents for leadership. Collaborate with Government Affairs and SMEs to draft proposed legislation and policy frameworks.

Internal Communication & Reporting

Prepare high-level policy briefs and executive summaries for senior leadership.  Support the Vice President of External Affairs in developing quarterly Political and Lobbying Action Plans.  Deliver presentations and facilitate discussions with executives and internal stakeholders on legislative priorities.  Maintain and update the department’s Business Continuity Plan.

Systems & Process Management

Oversee enhancements to the Legislative Policy SharePoint site to ensure optimal functionality and user experience.  Drive process innovation for legislative tracking, reporting, and knowledge management.  Establish best practices and governance standards for policy documentation and communication.

Collaboration and Stakeholder Support

Serve as a trusted advisor to internal lobbyists and business units on legislative strategy. Build strong relationships across departments and external stakeholders to align policy positions with corporate objectives. Mentor junior team members and provide guidance on legislative analysis and policy development.

Qualifications:

Bachelor’s degree in Political Science, Public Policy, Business, Economics, or related field; advanced degree strongly preferred.  Minimum 10+ years of experience in legislative or regulatory policy, ideally within the energy or utility sector.  Deep understanding of legislative processes, policy development, and political dynamics.  Exceptional written and verbal communication skills; ability to distill complex issues into concise, strategic insights.  Advanced proficiency in Microsoft Office; SharePoint design and workflow experience highly desirable.  Proven ability to lead through influence, manage competing priorities, and deliver results in a fast-paced environment.  Strong interpersonal skills with demonstrated success in stakeholder engagement and cross-functional leadership.
