Compliance Specialist

Our client is seeking a Compliance Specialist with experience in the housing industry. This would be a contract position and could lead into a permanent role.
**Essential Duties & Responsibilities**
**Program Administration & Compliance**
+ Conduct quality assurance reviews to determine eligibility for admission and continued occupancy in accordance with HUD regulations and the ACOP.
+ Perform systematic audits of applicant and resident files, including income verification, rent calculation accuracy (TTP), and required documentation.
+ Review utility allowances, household changes, and family‑member additions for compliance with policy.
+ Support compliance efforts for aged receivables, occupancy, physical inspections, complaints, unit inventory, IMS/PIC/HIP reconciliation, and file corrections.
+ Analyze and reconcile IMS/PIC/EIV data against Yardi; track deficiencies and ensure corrections.
+ Prepare reports of findings, compliance concerns, and recommended corrective actions.
+ Prepare responses to audit findings and assist in resolving compliance issues.
**Waitlist & Certification Processes**
+ Manage and maintain site‑based and centralized waitlists, including Rent Café/Resident Portal updates and periodic list purges.
+ Process applications, explain eligibility criteria, and ensure placement aligns with HUD guidance and the ACOP.
+ Conduct and review initial certifications, annual/interim recertifications, and ensure timely issuance of rent‑change notices (98% completion requirement).
+ Train site teams on recertification procedures, leasing requirements, and required documentation standards.
**Operational Support & Reporting**
+ Generate and analyze monthly, quarterly, and ad‑hoc reports (IMS, PIC, EIV, MASS, occupancy, receivables, leasing, inspections, unit turns, evictions, etc.).
+ Support monthly occupancy performance monitoring across Company-managed, AME-managed, and mixed‑finance properties.
+ Review and submit accurate 50058 data to the Operations & Compliance Manager for HUD submission.
+ Interpret HUD manuals, notices, and policy updates; summarize relevant guidance for staff.
+ Serve as administrative support to the Asset Management Department, including correspondence management, scheduling, call routing, and report handling.
+ Maintain confidentiality of sensitive resident and operational information.
**Training & Technical Assistance**
+ Provide training to company, and mixed‑finance property staff on PIC/EIV, leasing requirements, compliance procedures, and documentation standards.
+ Assist site managers with correcting PIC errors to achieve HUD‑required 95% monthly 50058 submission rates.
+ Support temporary site‑based operations when performance indicators require corrective assistance.
**Required Skills & Knowledge**
+ Strong working knowledge of HUD public housing regulations, ACOP requirements, and Low-Income Public Housing policies.
+ Expert proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and familiarity with SharePoint, Teams, and Smartsheet.
+ Excellent written and verbal communication skills with the ability to explain technical policy matters clearly.
+ Strong analytical and critical-thinking abilities with a high level of accuracy in detailed work.
+ Ability to interpret complex regulatory guidance, create reports, and manage multiple detailed tasks.
+ Capacity to work independently, meet deadlines, and maintain predictable attendance.
+ Ability to pass the HUD Rent Calculation Examination with 80% or higher (within 60 days of hire if not completed prior).
**Physical & Other Requirements**
+ Ability to perform office-based work, including handling materials up to 30 lbs., standing or walking for moderate periods.
+ Valid driver’s license, insurability, and ability to pass criminal background and drug screening checks.
+ Ability to maintain confidentiality and professional conduct at all times.
**Minimum Qualifications**
+ Associate degree or higher in business administration, management, social sciences, or related field.
+ At least **2 years of experience** in public or affordable housing management, or equivalent experience.
+ Housing certification preferred (PHS, HCCP, PHM, COS, ARM®, CAPS, NLP, COS-P, etc.).
