POSITION SUMMARY:   

Under minimal supervision the Commercial Contracts Director provides support and guidance to Management and internal departments on the implementation and maintenance of Commercial Contracts. Employees in this job class manage the overall Contract Management process to include oversight ensuring proper planning and the organization of contracts. This job requires knowledge of contract administration, and the ability to facilitate positive working relationships with customers.

 

 

TYPICAL DUTIES:  

1. * Ensures proper planning and effective implementation of contract administration, monitoring, evaluating, and reviewing contract and sub-contractor performance for adherence to contract requirements and applicable regulations and guidelines.

2. * Provides oversight of contract performance. Oversees compliance, prime contract flow down requirements, cost accounting standards in relationship to contract, small business reporting, subcontract administration, requests for equitable adjustment, responses to contract discrepancies, conformance documents, individual job order (IJO) proposals, change orders, contract deliverables, contract document files and business development documents.

3. * Supervises employees; ensures a competent, motivated team through hiring, training, development, counseling and reviewing the performance of employees.

4. * Provides support and finance related assistance to billing for revenue generation and contract billing issues. Performs post award administration. Addresses problems that have arisen, presents alternative solutions and negotiates with customer to settle issues that affect the terms and conditions of the award.

5. * Acts as a liaison between contracting department and other internal departments including Human Resources, Payroll, Accounting, CFO, COO, corporate counsel, and executives.

6. * Negotiates with customers; oversees Contracts Administrators; collaborates with Vice Presidents; leads efforts with Pricing and Operations teams to accomplish pricing proposals and 5-year repricing’s. Reviews and approves contracts, modifications, contract renewals, IJO’s, tag jobs and 5-year renewal proposals.

7. Performs other duties and special projects as assigned.

MINIMUM QUALIFICATIONS: 

- At least seven years’ Government Sector or Commercial contracting experience including at least five years in a supervisory role;

- Supervisory skills to hire qualified employees, provide for their professional development, administer performance management and disciplinary processes effectively, and address employee relations appropriately;

- Ability to effectively supervise and develop assigned team to meet strategic goals;

- Ability to communicate effectively both orally and in writing; to make presentations and respond to inquiries by senior management, customers, employees, public, and/or PRIDE’s board of directors;

- Demonstrated leadership, organizational skills, reasoning, problem solving and analytical skills;

- Human relations skills to build effective relationships with team, customers and public;

- Exceptional customer service skills;

- Advanced computer literacy including knowledge of word processing, spreadsheet, database and presentation software;

- Knowledge of business English including vocabulary, spelling, and correct grammatical usage and punctuation;

- Mathematical skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

- Ability to establish priorities and solve a wide range of business, operational and strategic management problems;

- Flexibility to respond to changing work priorities.

 

 

EDUCATION REQUIREMENTS: 

Bachelors in Business Administration or related field 

 

 

CERTIFICATES REQUIRED:  

The following licenses or certificates may be required depending on local, state and/or contract requirements:


Valid Driver's License

 

 

PHYSICAL REQUIREMENTS:  

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:

 

• Viewing computer screen/monitor

• Utilizing keyboard

• Answering phone/making calls

 

 

WORK ENVIRONMENT:  

Work is performed in a normal office environment with limited privacy and some exposure to background noise. Employees may be required to work in excess of 8 hours in a day and/or 40 hours per week.
