Duties Description Under the general direction and supervision of the Bureau Director the Climate Policy Analyst 3 will support the new mandates of the Climate Leadership and Community Protection Act (CLCPA). These actions are anticipated to include the development and implementation of programs under the CLCPA. Duties will include, but not be limited to the following: Managing and directing the staff and resources of the Division of Air Resources' new Climate Superfund Section (CS Section). This section will be primarily responsible for the development and ultimately the implementation of a climate superfund program. •Manage and supervise the professional and technical staff and resources of the section.•Provide oversight for implementation of the climate superfund regulatory program.Coordinate with the other sections in the bureau and the Office of Climate Change on climate change policy initiatives, strategies and inventories that result from or support the implementation of the Climate Superfund program and any associated GHG data programs.•Coordinate with the Cap-and-Invest and Mandatory Reporting sections on potential changes to GHG regulations and on the interaction of the programs moving forward.Respond to inquiries and assignments in a timely manner, including Governor's, Commissioner's, and Executive Staff correspondence as related to the climate superfund program and related topics.Development and execution of Section work plans and annual budgets.Essential Functions: Must be able to supervise the work of subordinate employees, interact professionally with co-workers and supervisors, and work collaboratively in team settings.Must be able to solve problems and make decisions.Must possess strong communication skills to effectively communicate program findings and information to State and federal counterparts, the regulated community, and general public in a clear and professional manner.Must be able to prepare detailed, technically accurate, well-written technical reports and coordinate development of fiscal reports with the bureau director.The incumbent must be able to represent the Department at meetings, conferences, public hearings and seminars as required and therefore, public speaking skills are important.The ideal candidate will possess extensive computer and database management knowledge and technical skills.This includes the use of Microsoft Excel, Word, and PowerPoint along with the knowledge to manage and navigate large data sets, prepare queries, and generate output reports.Effective use and knowledge of the Microsoft Teams and SharePoint platforms.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Reassignment - Currently in the title and an employee of DECorReinstatement Eligible - Previously held the title on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.Open-Competitive/NYHELPS:Eight years of experience in the establishment of environmental policy; preparing, implementing, or reviewing climate relevant policies, plans, projects, regulations or environmental impact statements; preparing climate-relevant materials involving environmental matters; or professional testimony for use in hearings or trials involving environmental matters; or preparing environmental analysis of climate change issues.An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
