Overview
***This position is physically located in the Philippines in support of LOGCAP***
Under the direct supervision of the Site Lead / Night (Mech Eng) and FO&MM - LN (indirectly), The Civil Engineer (FM) will be responsible for managing and delivering comprehensive technical services associated with Facilities Operation and Maintenance (FO&M) for the Civil (Carpentry, Masonry, Painting, Roofing, & Welding/Fabrication) and Building Structural & ground systems facilities situated across various locations within the V2X account sites at Agila Shipyard Subic, which is located in Subic Bay Freeport, Philippines. The Civil Engineer will oversee all designs, plans, coordinating, and execution of all projects to include construction of new buildings and bridges, or alterations and extensions, and maintenance to existing properties or other structures, while ensuring all timelines are met within scopes and budgets. The Civil Engineer role requires a strong understanding of engineering principles, project management with excellent communication skills and the ability to work collaboratively with cross-functional teams. The Civil Engineer (FM) serve in the capacity and will act as a deputy in the absence of the Site Lead / Night (Mech Eng).
Responsibilities

+ Operational Oversight: Oversee the daily operations of all Civil (Carpentry, Masonry, Painting, Roofing, & Welding/Fabrication) and Building Structural & ground systems, & other facility operations, preventive maintenance, repair, & system improvement activities on the V2X account sites, guaranteeing optimal performance and adherence to company policies as well as industry standards. Prepare and present periodic reports regarding facility operation & maintenance management or work orders for Civil and log into Maximo.
+ Project Management: Supervise, Monitor, Oversee, Manage, Reports facility operation & maintenance management of Civil (Carpentry, Masonry, Painting, Roofing, & Welding/Fabrication) and Building Structural & ground systems and facility maintenance-related projects, which encompass the planning, budgeting, and execution of Civil (Carpentry, Masonry, Painting, Roofing, & Welding/Fabrication) and Building Structural & ground systems tasks for minor upgrades, renovations, relocations, expansions, testing and commissioning, as well as decommissioning, ensuring that all projects are finalized punctually and within the allocated budget.Additionally, prepare, submit, review, and approve the Statement of Work (SOW) for the specific activities prepared, and submitted by the engineers/supervisors/foreman per trade as required.
+ Develop detailed project plans, design preparation, including scope, goals, deliverables, resource allocation, timelines, and budgets. Organize, timetable, and carry out facilities operation and maintenance related projects from the beginning to the end, which involves identifying project needs, establishing timelines, calculating expenses, and collaborating with other departments or contractors. Oversee facility maintenance-related projects, including upgrades, renovations, relocations, expansions, testing and commissioning, as well as decommissioning, ensuring that all initiatives are completed on time and within the designated budget.
+ Work closely with the Site Lead / Night (Mech Eng) and FO&MM - LN (indirectly)to ensure that all subcontractors project managers, engineers, and stakeholders to ensure all aspects of the project are aligned and progressing smoothly.
+ Provide engineering expertise and technical guidance throughout the project lifecycle.
+ Maintain thorough documentation of project activities, including plans, designs, reports, and updates.
+ Monitor project costs, manage budgets.
+ Identify potential risks and develop mitigation strategies to ensure project success.
+ Ensure all project activities meet or exceed industry standards, regulations, and company quality guidelines.
+ Regularly update stakeholders on project progress, challenges, and changes in scope.
+ Address technical issues and project challenges, providing solutions to keep the project on track.a

Qualifications
+ Minimum Qualifications:
+ Graduate of Bachelor of Science / Degree in Civil Engineering (BSCE).
+ Possess a valid PRC license as a Registered Civil Engineer (RCE).
+ Possessing valid license as Registered Land Surveyor or Registered Structural Engineer.
+ Candidates MUST hold either DOLE SO2 or SO3 qualifications.
+ Knowledge of CMMS Maximo Software is required
+ Minimum 5 years of Civil & Structural experience with diverse Civil (Carpentry, Masonry, Painting, & Welding/Fabrication) and Building Structural equipment and systems, and project engineering or a related field.
+ Must possess a Philippine Driver’s License.
+ Must be Filipino Citizen
+ Must be able to obtain a V2X Site access badge.
+ Experience:
+ A minimum of 5 years of experience in a supervisory position managing a Civil Team of Facilities Operations & Maintenance management personnel.
+ A minimum of 5 years of practical experience in facility operation & maintenance management Civil (Carpentry, Masonry, Painting, Roofing, & Welding/Fabrication) and Building Structural & ground systems, whether locally or internationally.
+ Possessing a robust background in Civil (Carpentry, Masonry, Painting, Roofing, & Welding/Fabrication) and Building Structural & ground systems, along with the operation and maintenance of facilities, involve engaging in the planning and design of new facilities or renovations. This ensures that these structures meet both the functional and aesthetic requirements of the organization. Additionally, it includes overseeing the construction process to guarantee that every aspect of the project, from design to completion, is executed in compliance with specifications and regulations. Furthermore, it entails supervising the maintenance of facilities, ensuring that all systems and infrastructure remain functional and up to date. This responsibility includes regular maintenance, troubleshooting, and addressing urgent Civil (Carpentry, Masonry, Painting, & Welding/Fabrication) and Building Structural maintenance requests. It is crucial to recognize that having knowledge and PTW, MOS, HIRAC, & LOTO procedures, is considered required.
+ Experience developing schematics for structures in accordance with client specifications and safety standards

+ Proficient in project management software (e.g., MS Project, AutoCAD, Word, Excel, Power Point), with a strong understanding of engineering principles.
+ Experience in using Maximo, for the creation and tracking of service/work orders is required.
+ Excellent verbal and written communication skills, with the ability to convey technical information.

+ Skills:

+ Working Conditions:
+ Works in a general office environment. However, duties may involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent tropical storms, and temperatures averages from 60 to 100 degrees throughout all the seasons (winter, spring, summer, fall).
+ Driving for an extensive period of time (~ 2 hrs.) may be required and will be dependent on assigned work location.
+ Potential exposure to chemical or biological agents could exist.
+ Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes, but is not limited to head, foot, hand, torso, respiratory, vision, and hearing protective devices
+ Physical Requirements:
+ Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
+ If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
