Qualifications KNOWLEDGE: + Knowledge of purchasing system software. + Knowledge of governmental purchasing laws and codes, contract preparation and development, purchasing methods and procedures, life-cycle costing principles, value analysis, and weighted-value methodology as used in evaluating purchasing bids and RFPs. + Knowledge of procurement and/or administration of contracts, grants, loans, or similar agreements. + Knowledge of economic and market conditions. + Knowledge of research methods, techniques, and/or sources of information. + Knowledge of product lines and merchandise pricing techniques. + Knowledge of bid, quote, and award procedures. + Knowledge of principles, theories, and practices of purchasing goods and services. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Finance) Experience: 0-3 years of progressive work experience (typically in Purchasing or Inventory) with acquired knowledge at the level of an Associate Buyer OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Purchasing or Inventory) with acquired knowledge at the level of an Associate Buyer Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + Typical office environment.
