Job Description:

Preferred Qualifications

A Systems Analyst working on CIO regulatory and compliance initiatives should have a strong understanding of IT processes, standards, controls, business processes, and user needs. They should be able to develop strategies and recommendations for implementing standards and controls, efficiently manage the progress, and practices of the organization’s business systems.

Responsibilities includes,

Eliciting and writing requirements:

Reviewing, analyzing, and evaluating controls, standards and implementation on systems, business processes, and user needs.Collecting implementation steps and status for each application.Map the control standard with application using information from application book of record.

Developing project plans:

Creating and maintaining documentation related to system processes.Maintain JIRA tickets and JIRA dashboards.Update confluence and other systems with status.

Providing technical support:

Assisting Systems Administrators to ensure data integrity across software applications.Work with excel sheets, advance functions and pivot.

Monitoring emerging technologies:

Keeping up-to-date with emerging business needs, changes in policies, procedures, regulations, and training needs.Understanding the root cause of major incidents impacting Medicaid and discussing solutions to avoid recurrence.

Collaborating with stakeholders:

Working with Medicaid IT State Leads, business leaders, and other IT personnel to improve IT operational performance.This role requires a 4-year degree in a related field or equivalent experience, with a strong technical knowledge on IT Standards, Risk and Control Processes.

Tools and Systems:

Proficiency in Excel for data analysis, reconciliation, and reportingFamiliarity with systems like GRC Archer, JIRA, ConfluenceExperience with SQL, Python, or other data query tools (optional but advantageous)

The Business Systems Analyst III provides support and produces detailed system requirements and technical/functional specifications in alignment with standards and frameworks.  The Business Systems Analyst III works in close partnership with business partners/technology/project teams and stakeholders to elicit, analyze, document, communicate and manage detailed functional specifications.

Depth and Scope:

Performs work on all aspects of the system analyst process from end to endActs as a reference for Business Systems Analyst rolesParticipates in projects or assignments that are moderate to highly complex and performed under minimal management supervisionWork may be reviewed by the Manager/Senior AnalystDevelops effective and efficient solutions by researching/analyzing current state system capabilities and defining technology solutions options/recommendations working closely with key technology partners (e.g. Solution Designers and Architects)Defines, documents and translates business requirements into detailed functional specifications taking into account non-functional requirementsSupports testing teams in translating requirements and use cases into test conditions and expected results for product, performance, user acceptance, and operational acceptance testingSupports and contributes to project management activities by participating in the scoping and estimating of project efforts, risks identification and mitigation measures recommendation, communicating activity status and providing timely notification and escalation of possible issues/problems to the Project ManagerParticipates in quality management reviews, in particular, reviews System Attestation Reports, designs, prototypes and other requirements work products to ensure they fulfill the requirementsSupports collaboration with key stakeholders to determine solutions, assess impact to existing work processes and systems, and how to manage the integrationProvides operational/process related analysis and support to various extents

Education & Experience:
