Job Overview

The Business Development Executive will lead growth for CGS’s Army Programs account, driving pipeline development and capture success across high-priority mission areas including IT/Technical Services, Command and Control (C2), and Training, Education, and Professional Services (TEP). This role requires a seasoned Army business development leader with an established network across key Army acquisition and operational organizations.

 

The successful candidate will build and manage a qualified Army opportunity pipeline, cultivate senior-level relationships within Army Program Executive Offices (PEOs), Contracting Commands, and mission stakeholders, and position CGS as a trusted partner for mission-critical solutions. This role works closely with the Director of Business Development and capture teams to shape strategy, influence requirements, and win new business aligned to CGS’s long-term growth objectives.

 

Work Model: Works remotely but must live within a one (1) hour drive time of Aberdeen Proving Grounds (APG) or the National Capital Region (NCR).


Responsibilities

Essential Duties & Job Functions:Develop and execute an Army account growth strategy aligned with CGS’s enterprise business objectives.Identify, qualify, and manage a robust pipeline of Army opportunities aligned to strategic growth priorities.Build and maintain senior-level relationships with Army leadership, program managers, contracting officials, and acquisition stakeholders.Proactively engage customers to understand mission priorities, acquisition strategies, and emerging requirements.Partner with capture and proposal teams to shape opportunities and develop winning capture strategies.Represent CGS at Army-focused industry events, customer engagements, and conferences.Monitor Army budgets, acquisition trends, and competitive positioning to identify new growth opportunities.Provide regular pipeline, forecast, and account performance updates to the Director of Business Development.Support development of customer-focused marketing materials and presentations.Participate in post-award and post-loss debriefs to improve future capture performance.Maintain working knowledge of Army procurement policies, contract vehicles, and acquisition processes.Must reside within one (1) hour commuting distance of APG or NCR.

Accountable For:

Develop and maintain a three-year Army Account Plan aligned with CGS’s five-year strategic growth plan.Build and sustain a qualified pipeline that meets or exceeds established growth targets.Serve as CGS’s subject matter expert for Army programs, customers, and acquisition environments.
Job Requirements

Mandatory:

Demonstrated success leading and winning Army pursuits within the past eight (8) years (wins sheet strongly recommended with resume presentation).Minimum of two (2) years of business development or capture management experience supporting Army IT / technical programs at Aberdeen Proving Ground (APG) and/or the National Capital Region (NCR).Bachelor’s degree in engineering, Information Systems, Business, Marketing, or related discipline.Ten (10)+ years of experience supporting U.S. Army commands or programs.Proven track record capturing Army IT / C2 business with organizations such as CECOM, AMC, and Army PEO/PAE organizations.Established relationships across Army acquisition, contracting, and operational communities.Strong knowledge of Army procurement processes, contract vehicles, and acquisition regulations.Must reside within one (1) hour commuting distance of APG or NCR.

Preferred:

Active member of AUSA, AFCEA, NDIA, or related professional organizations in the APG and/or NCR.Industry IT certifications such as CompTIA (any), CISSO, ISA.Prior experience working within or directly supporting Army programs.Experience winning sole source work.Master’s degree in Business Administration or Strategic Studies or a related field.Shipley certification or other relevant certifications in business development or capture management.

Physical Requirements:

Prolonged periods of sitting at a desk and working on a computer.Occasional lifting of office supplies or equipment up to 20 pounds.Regular use of hands for typing, writing, and handling documents.Working Conditions:Work is preformed in a standard office environment

 Travel up to 25% may be required.
