Budget Specialist I
Job Title Budget Specialist I Agency Texas A&M University - San Antonio Department Office of Budget Services Proposed Minimum Salary Commensurate Job Location San Antonio, Texas Job Type Staff Job Description The Budget Specialist I position, under direction of the Assistant Director of Budget, serves as a subject matter expert regarding budget practices, training, and fiscal knowledge of the Institution. This position will be responsible for reviewing and approving moderately complex budgetary documents and performing complex budgetary analysis. Responsibilities: + Prepares journal and budget entries. Collects, analyzes, processes, reports, and distributes data. + Provides advice and assistance concerning budget and funding procedures and methods. + Assists in the monitoring, processing and tracking requests. + Assists in reviewing, evaluating, and preparing request for funds. + Effectively communicates Budgetary programs, practices, and policies to employees. + Ensures compliance with state and federal laws and regulations. + Effectively communicates with Budget and Finance leaders. + Creates and submits account profiles to create new accounts and works with department to establish the budget. + Develops training material and conducts training. + Assists and leads staff and faculty. + Attends budgetary trainings and/or informational meetings. + Trains entry level staff, develops, and revises guidelines and procedures. + Assists in maintenance of the automated budget, accounting and/or payroll systems. Monitors, processes, and tracks requests. + Reviews, evaluates, and prepares requests for funds. + Prepares and maintains budgetary analysis of funds and prepares reconciliations. + Assists with the preparation of the Annual Operating Budget, Programmatic Budget Review (PBR) Legislative Appropriation Request (LAR), General Revenue Reconciliation (GR Recon), and Certified Annual Financial Report (CAFR); to including compiling and entering USAS and ABEST data - Oversees and/or provides specialized training. + Assists in reviewing and overseeing the development and revisions made to training materials. + Oversees and approves actions in the JIRA Atlassian System, Workday, and FAMIS modules. + Resolves and troubleshoots complex issues related to a specific function in an assigned unit. + Researches and completes various projects, as requested by the Budget Leadership and Finance and Administration Management. + Alongside the Assistant Director of Budget, partners with university population to understand the Institution’s current and future financial challenges, and identify budgetary needs and opportunities for improvement. + Manages position budgets and forecasts salary savings. + Maintains FAMIS routing paths and ensures accurate routing persons are updated. Required Education and Experience: + Bachelor’s degree or higher in related field. + No prior experience required. Other Requirements: Work beyond normal office hours and weekends. Knowledge, Skills and Abilities: + Knowledge of word processing, spreadsheet, and database applications. + Ability to multitask and work cooperatively with others. + Strong written and verbal communication skills.
