GENERAL DESCRIPTION:

Cheyenne is a steadily growing community along the Front Range, but still true to the history of the Old West. ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
+ Based on bridge inspection information, assesses the relative condition of the bridges, forecasts future conditions, and proposes recommended work based on budgetary models
+ Utilizes knowledge of bridge inspection, deterioration, and maintenance strategies and runs comparative analysis modeling based on budgetary constraints to optimize funding for ranking and selection of replacement and rehabilitation projects
+ Responsible for the implementation and operation of the Bridge Management System (BMS) programs, including AASHTOWare BrM, in-house developed spreadsheets, mathematical algorithms, and Oracle database
+ Develops and maintains a bridge inspection data entry program; works with bridge inspectors to determine needs, modifications, and data transfer requirements for the program; trains inspectors on the program's use
+ Assists in updating, maintaining, and verifying the structure data in the statewide bridge inventory to assure compliance with the federally mandated National Bridge Inspection Standards. This includes assisting in developing the required data for the annual National Bridge Inventory submittal to the Federal Highway Administration
+ Generates, maintains, and updates cost and deterioration models
+ Develops and maintains a risk-based rating system to assist with the prioritization of bridge rehabilitation/replacement projects and to determine bridge inspection cycles
+ Utilizes knowledge of computer development applications to customize BMS programs to use and apply department policies
+ Utilizes various computer applications to produce organized and legible engineering calculations
+ Composes a variety of reports, project correspondence, and letters associated with the bridge management system
+ Represents the Bridge Program at various meetings, both within the state and on a national basis
+ Develops and implements management systems for retaining walls, sign structures, tower lights, and other miscellaneous and minor structures
+ Works closely with other Programs to ensure that the bridge management system integrates with other WYDOT management systems to make certain that the condition of the structure inventory meets the department's goals and objectives
Qualifications
KNOWLEDGE:
+ Knowledge of National Bridge Inspection Standards, bridge elements, bridge management principles, bridge inspection techniques, equipment operations, and department procedures and policies for bridge inspections and load ratings
+ Knowledge of engineering fundamentals relating to structure preservation and rehabilitation, including replacement and rehabilitation costs
+ Knowledge of bridge/asset management principles and standards
+ Knowledge of AASHTOWARE BrM
+ Knowledge of bridge management database principles
+ Knowledge of Department policies and procedures that relate to the Bridge Management System
+ Skilled in the use of computer applications for structural design, rating, and office automation
+ Ability to analyze and solve problems to produce complete, legible, and organized designs
+ Ability to understand structural computations and complex algorithms used in mathematical computer models and recognize the theory as the basis of their use
+ Ability to communicate effectively through both verbal and written means to relate specific concepts, ideas, and instructions to engineers and technicians, outside agencies, and public partners
+ Ability to work well with all members of the Bridge Program, other Department Programs, outside agencies, and the public
+ Knowledge of Department policies and procedures that relate to load rating
+ Competent skills in the principles, application, and interpretation of structural engineering design and theory to ensure uniformity and compliance with AASHTO codes, Bridge Program policies, and Department standards
+ Ability to complete assigned tasks with minimal guidance from the supervisor
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (in Engineering)
Experience:
1-2 years of progressive work experience in Engineering
Certificates, Licenses, Registrations:
Professional Engineer's (PE) License Required at time of hire - (Wyoming PE required within one year of hire date.)

+ Temporary employees accepting a full-time position
+ Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment
+ Current employees accepting a promotional opportunity - recruitment must have been opened to the public
+ One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
+ Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
+ Employees would only be eligible for one (1) hiring bonus in a 12-month period.
+ If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
