Branch Chief, Account Executive Team
Summary This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner. The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965. As a/an Branch Chief, Account Executive Team, you will: Serve as Branch Chief, Account Executive Team, with responsibility for directing the day-to-day activities of the assigned team, including distribution and balancing of workload, tracking work progress and status, estimating and reporting on work completion, instructing the team in specific tasks and job techniques, responding to and assisting with technical issues and problems, reporting on work performance and training needs, and administering the gain and loss of employees. Manage the efficient and effective coordination of evaluating new developments in the market place that could have a potential impact on the business and to enhance our business practices to adapt to market changes. Exercise significant authority for program operations delegated from the Division Director. Distribute and balance the workload including the estimation on work completion to ensure excellent customer service to lenders and stakeholder. Formulate and issue verbal and written instructions and procedures and provide special instructions for non-routine or complex assignments. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Leading or managing a team of employees and monitoring their progress towards achieving project goals and objectives; AND Coordinating and supporting a variety of housing asset management functions such as Project-Based Section 8, preservation of affordable housing, rental subsidy administration, risk management , and program compliance; AND Consulting with and providing technical assistance to program officials, residents, citizen groups, and Federal, state, or local government officials on a variety of federally assisted housing or affordable housing issues. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
