Department Overview:
As part of Global Compliance, the Canadian Banking Compliance team acts as proactive and trusted advisor to the Canadian Personal and Business Banking businesses, with the aim of mitigating regulatory compliance and conduct risk. The compliance program takes a risk-based approach and promotes a culture of compliance across TD's Canadian Banking business through the provision of regulatory guidance, assistance with policies and procedures, monitoring of new and changed legislation, assistance with training and the testing of controls.

Reporting to the VP Canadian Banking Compliance, the AVP Canadian Banking Compliance leads a team that is responsible for the team's governance and strategic initiatives to ensure ongoing compliance with applicable requirements and regulatory expectations, while supporting achievement of overall TDBG objectives. As the owner of the team's Regulatory Compliance Management (RCM) mandate, this role is responsible for developing strategies and leading the execution of all elements of the RCM Framework, including but not limited to:
• RCM remediation work
• RCM program implementation
• Ongoing maintenance of the RCM program
• Overseeing the team's governance requirements (including policies, procedures and data management)
• Overseeing the team's issues management program including validation
• Regulatory change management
• Regulatory complaints oversight including testing
• Planning and oversight of 1st and 2nd line testing
• Planning and executing compliance monitoring/deep dive reviews
• Compliance reporting to business, boards, and regulators
• Ownership of the team's training program and the bank's required regulatory training programs
• Regulatory exam and audit management
• Oversight of regulatory filings and reporting
• Ownership and execution of strategic initiatives
This position directs a group of Compliance professionals, and interacts with business leaders, other corporate function specialists (Legal, Risk, etc.) and external regulators.
Specific accountabilities include:
• Leading a team of consumer legislation subject matter experts and Canadian banking specialists responsible for effective, customized, and scalable compliance oversight programs that are in alignment with the Global Regulatory Compliance Management Framework;
• Provide leadership in the development and delivery of proactive strategies, tactics and training to support management of relevant regulatory compliance and conduct risks and ensure in alignment with TDBG’s corporate philosophy and strategic direction, ensuring that TDBG’s interests and reputation are advanced and protected; this includes managing mandatory regulatory training courses;
• Identify proactively through detective activities, including but not limited to various forms of monitoring, testing and oversight, compliance issues (e.g. regulatory and conduct related) and oversee the resolution of these compliance issues;
• Build and manage collaborative relationships and provide expertise, guidance, policy direction and education on relevant regulatory compliance requirements and conduct risk management, and related issues;
• Oversee the Canadian Banking Compliance regulatory change management program, including environmental scanning, and providing regular communications on relevant regulatory activities and TDBG compliance issues to business management and stakeholders;
Proactively manage issues by keeping current on emerging or prevailing regulatory requirements issues/policies that may have potential impact
Stay abreast of societal trends, public perceptions of banks and the political environment, acquiring and using market and industry intelligence and other research studies as they relate to FCAC issues, banking regulations, federal and provincial consumer protection measures, and/or related policies such as conduct risk management;
Assess risks and recommend policy and/or action to the business based on internal and external industry developments;
• Assist in fostering cooperative and effective relationships with the various federal and provincial regulatory authorities (FCAC, CDIC) and compliance counterparts at other financial institutions to maintain a contact network;
• Participate in various industry committees and sub-committees on both a permanent and ad-hoc basis to influence regulatory change;
• Provide expertise and consult with TDBG business partners and work closely with corporate groups, e.g. Legal, Regulatory Affairs, Government Relations, Audit, Ombudsman, in the development and execution of relevant regulatory communication plans and establishment of industry positions;
• Lead implementation of regulatory change and/or policy change, as appropriate
• Build for the future through hiring, training, mentoring, developing, inspiring and retaining superior compliance staff at all levels. Provide advice, guidance and support to compliance staff as required, keeping in mind the importance of a quality employee experience;
• As a member of the Compliance Leadership Team, actively contribute to the direction of TDBG Compliance overall by ensuring alignment with corporate philosophy and strategic direction while protecting the reputation of the Bank.
Job Requirements:
• Minimum 10 years related industry experience
• In depth knowledge and expertise with regulatory compliance management program development and execution
• Strong knowledge of consumer protection legislation as it applies to the financial services sector including rules and regulations
• Strong knowledge of relevant Canadian federal/provincial and international financial industry legislation
• Excellent research, investigative and organizational skills
• Ability to interact at all levels of the organization with strong organizational awareness
• Excellent communication (both written and oral) skills, including public speaking/presentation skills and well-developed listening and negotiation skills
• Well-developed organizational and business awareness
• Ability to deal with conflicting points of view and to effect creative and responsive solutions
• Ability to work independently, think critically and make decisions
• Ability to work in a fast-paced environment and manage multiple priorities
• People management experience focused on development and coaching to create a high performing team, and leadership skills aligned with TDBG’s Leadership Profile
• Ability to operate in an evolving, sometimes ambiguous, matrixed environment

Educational Requirements/Accreditations:
• Post-secondary education
• Legal or Accounting background ideal, preferably with LLB/JD or CPA/CA
• Background in relevant Businesses, Compliance, Audit, or Operational Risk functions required.
