Job Description:
The Associate - Trading Business Management (TBM) is responsible for helping TD Securities trading businesses achieve best-in-class strategies, operating processes, controls and infrastructure. This position supports the trading/sales managers and business heads at the Dealer, providing them with business management support, management information, desk-based supervision support, supplemental trading supervision and project support.
Global Markets Supervision (GMS) provides First Line supervision accountabilities for across the business lines in Global Markets footprint. The primary focus of GMS is to carry out delegated Supervision responsibilities and facilitate a sustainable Front Office Supervision framework that supports effective supervision practices and escalates key issues arising from Global Markets sales, trading and origination business activities. Specifically, GMS supports Front Office Supervisors with the execution of supervisory procedures in accordance with firm policy and regulatory requirements. The role reports to a Director, Global Markets Fixed Income Supervision.
Key Responsibilities:
Supervision responsibilities covering multiple business lines in Global Markets which may include but not limited to Fixed Income, Equities and Foreign Exchange Sales and Trading
Primary contact to advise or coordinate with Global Markets supervisors and key support stakeholders on day to day supervision accountabilities; and regulatory or business conduct matters requiring escalation
Administering Global Markets Swap Dealer and Volcker Business Compliance Programs; and Codes of Conduct
Assist in administering Global Supervisory Procedures framework including assessment of change management intake, development of controls and updating supervisory accountability matrix
Preparing Monthly Supervision packs for Global Markets supervisors of assigned businesses; lead meetings and document conclusions/actions taken; and confirm evidentiary documentation for supervisory accountabilities performed
Provide guidance and analysis of key metrics/trends and policy exceptions to Global Markets supervisors to ascertain control gaps, business conduct issues and training opportunities; examples include but not limited to:
Advice and guidance on trading and sales activity in coordination with Second Line
Conduct delegated First Line control activities and supervisory reviews
Compile management reporting on trade capture metrics, regulatory/Conduct scorecards, policy exceptions and other ad hoc reporting as required
Assess change management implications, enhance controls and update global supervisory procedures in line with firm policy, regulatory requirements or industry standard best practices
Present technical matters and business requirements in forums with Second Line stakeholders and drive GMS initiatives in support of business activities
Coordinate with Compliance, Global Markets supervisors, other TBM teams and other stakeholders to respond to regulatory inquiries and Audit requests
Interface with Internal and External Auditors/Examiners as needed
Contribute metrics to Conduct Risk Committees and Vice Chair supervision forums
Participate in internal or external business meetings/forums/committees as needed
Proactively seeks opportunities for continuous process enhancements to improve the Global Markets supervision framework and procedures
Depth & Scope:
Interacts with various levels of Trading & Sales Management dependent on the task
Facilitates the surveillance of Trading and Sales activities to be in line with regulatory rules and industry standard practices
Performs supervisory reviews as described by the firm, Written Supervisory Procedures
Documents Regulatory Reviews and the escalations of issues
Works with Legal and Compliance Departments to implement various required supervisory reviews and/or update existing reviews
Facilitates Trading Management’s control, governance and adherence to all policies, procedures and regulations
Review Email for assigned businesses
Assist in desk-based surveillance
Assists in exception reporting reviews and reporting reviews for assigned businesses
Monitors Day-to-day front office electronic communications (including corporate e-mail, instant messages, Firm blackberry, Bloomberg messages and Instant messaging, external messaging communications via AOL, Reuters Mindalign and emailed attachments)
Reports all questionable emails including but not limited to customer complaints, unapproved outside business activities, indications of use of unauthorized domains, unapproved sales literature or correspondence
Reports correspondence that may be deemed inappropriate, false, deceptive or misleading or questionable in a timely matter
Maintains a weekly log of all statistics and percentages of emails reviewed and able to provide weekly reporting documenting
closed and outstanding issues
Summarizes all reviews for formal presentation to Senior Management
Education & Experience:
Bachelor's degree required
3+ Years of related experience
Preferred Qualifications:
Post-secondary degree with Business, Finance or Accounting Major
Ideal candidate should have 1-2 years' experience in Capital Markets/Financial Services industry
Working knowledge of securities or derivatives markets, products, transactions, or process flows; and related regulatory requirements or supervisory procedures/controls, strongly preferred
Must be comfortable interacting with Trading & Sales teams, Front Office supervisors and Second Line risk and control functions
Good understanding of key non-financial (e.g., market, credit, operational, conduct) risk concepts and applicability to business activities preferred
FINRA 7 license or willingness to obtain post hire
Must have excellent verbal and written communication skills to conduct meetings with key stakeholders to achieve consensus and meet objectives
Must have strong analytical and problem-solving skills; be detail oriented; and demonstrate initiative to follow up on items or determine appropriate steps for timely resolution
Strong attention to detail. Judgment and understanding of when to escalate issues arising
Demonstrates ability to work independently as well as in a team environment
Proficient with MS Office Suite, including high-level competency in Excel with ability to create pivot tables and macros
Must demonstrate ability to manage multiple tasks and deadlines; and flexibility to adapt well to changing priorities
As many of the tasks are regulatory focused reviews, the ability to work with Legal and Compliance to interpret regulation or policy and assess applicability to business activities is paramount in this role
Must be able to foster key relationships with senior Business Leaders or stakeholders
Proactive and quick learner with ability to take on new responsibilities and prioritize workload as required
Knowledge of Capital Markets Industry standards and best practices; or TDS policies and procedures and Global Markets infrastructure a plus
