SUMMARYThe Regional Trade Compliance Associate Manager will:
Support and provide oversight for all regional Global Trade activities, including import, export, duty savings, and special trade program activities. Develop and implement internal controls relating to Baxter’s global trade activities in order to maintain a high standard of compliance with Customs and other government agency laws and regulations, minimize the risk of penalty and fines due to non-compliance, maximize opportunities for duty reduction, and to provide Global Trade support for all Baxter entities. Help to define strategic planning opportunities for trade operations, maintain a dedicated, high performing Global Trade team that effectively performs compliance activities and build relationships with facilities and/or country personnel to understand existing/future operations.Support & drive continuous improvement projects to ensure globally consistent best in class processes, systems, and standards.Keep abreast of all legislative and regulatory changes. Monitor regulations affecting international trade, assess impact and communicate compliance and customs requirements to key stakeholders.ESSENTIAL DUTIES AND RESPONSIBILITIESThe following responsibilities are among the duties the Regional Trade Compliance Associate Manager will perform:
Global Trade Operations:
Provide oversight and support to local import & export operation personnel within Baxter. Monitor changes to Customs and other governing agency laws and regulations where Baxter entities are involved in import and export activities and communicate relevant changes to Baxter’s affected trade community. Assist in developing and leading regional deployment of globally standard processes and proceduresDevelop and review Trade & Customs KPI data for APAC countriesCustoms broker selection and oversightLead/oversee regional Global Trade Management Software implementationDevelop and implement import/export role-based training programStrategic Cost Savings Initiatives:
Identify and implement strategic cost savings initiatives such as foreign trade zones, duty drawback, free trade agreements, duty suspension regimes, etc.Global Trade Framework:
Provide support and analysis to ensure existing and future trade operations are structured and operated in an efficient manner with regard to import and export compliance, taking into account business and operational concerns. Develop regional global trade center of excellence.Support design and implementation of an efficient, compliant and cost effective end to end Global Trade framework, utilizing cutting edge creative strategies to optimize trading flows.Customs and Trade Representation:
Represents Baxter’s interest, in co-operation with local business management, Legal, and advisors in matters dealing with Global Trade. This includes: managing responses to government requests; and managing Customs audits during visits to Baxter facilities.Process Excellence:
Employ lean principles to prioritize continuous improvement across all Global Trade activities.Work closely with local operations (Logistics, Planning & Manufacturing) to seamlessly integrate Global Trade activities into overall operation.Functional/specific competenciesWorking knowledge of Import/Export laws and regulations, Customs formalities, FDA/MOH requirements and global applicationKnowledge of Supply Chain concepts and models, order management, trade financingMust be able to perform gap analysis, spot issues related to non-compliance, formulate corrective action plan, present findings to management and operations and implement agreed upon actionsMust possess initiative and problem solving skills and must be able to work independently with minimal supervision while recognizing the need to timely update supervisor and engage internal expertise as neededTravel required (approx. 10 %)Minimum of bachelor’s degree with at least 5 years business and/or compliance/regulatory experienceMust be technologically adept, experience implementing Global Trade software preferredMust possess critical thinking abilityMust be able to balance several projects concurrentlyMethodological, rigorous and preciseSense of responsibility and ability to make well-considered decisionsGood communication skillsEqual Employment Opportunity
