This position provides supervision, technical management, and expertise to the environmental, facility, and marine maintenance units to develop annual budgets, work plans, goals, and implement innovative solutions to the unique needs of the system. The position is responsible for projects and land-based and water-based assets across coastal North Carolina. Thorough knowledge of applicable laws and regulations from the National Park Service, United States Coast Guard, U.S. Army Corp of Engineers, Department of Water Quality, U.S. Fish and Wildlife Service, and other relevant agencies is required. This position assists the Ferry Division Deputy Director (Engineer Supervisor II) in all day-to-day and long-range functions of the Unit which includes supervising, planning, directing, staffing, and reporting and the management of the environmental, facility, and marine maintenance units to ensure assets are strategically and correctly utilized and that the Ferry Division is meeting all applicable environmental regulations pertaining to systems and construction.
Duties include but are not limited to:
Marine Asset Management Program Management (Facilities & Marine Maintenance):
+ Supervise,direct,instruct,andoverseethemanagementofdirectreportsbyapplying engineering knowledge, skills, experience and leadership for the Marine and Facility Maintenance Units to plan multi-year budgets, forecast asset projects including all facilities at Ferry Division terminals, dredge, pilings, bulkheads, and ramp and gantry systems, provide high level project management skills to actively represent or manage large scale capital projects.
+ Provide guidance for the planning of maintenance and repairs for multiple vessels within the Marine Maintenance Unit, including those that are and are not inspected by the United States Coast Guard. Has general knowledge of the USCG laws and regulations pertaining to inspected vessels and for the licenses of employees onboard.
+ Create, implement, and oversee contracts and the consultants hired to assist in the Ferry Division Marine Asset Management Unit. Ensure that contracts meet all NCDOT purchasing guidelines and specifications.
+ Ensure that the Unit develops accurate in-house cost estimates, proper scopes of work, and manages professional service contracts providing adequate deliverables in a timely manner while adhering to applicable schedules and budgets.
+ Serves as the Point of Contacts for emergency response events and is responsible for managing the documentation of storm damages, cost estimates, repairs, and reporting to state and federal agencies. Documents regularly scheduled reports before, during, and after storms for executive leadership and for documentation purposes.
Marine Asset Management Program Management ( Environmental):
+ Supervise, direct and manage Environmental staff assigned to ensure coordination between project units and that work is occurring in a timely manner working on obtaining new permits for shoreside and in water projects while considering all environmental laws and regulations that may have impact on the project.
+ Provides technical supervision of the environmental regulatory program(s) with a wide variety of functional areas affected by continual changes in federal or state laws and regulations resulting in periodic major changes in program emphasis or goals. Provides technical supervision for the implementation and management of the State's stormwater management program.

Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.
