Analyst - HUD recertification

Our client, [Industry Descriptor] is seeking a HUD Recertification Analyst in Detroit. This would be a contract position with the possibility of going permanent.
The HUD Certification Specialist is responsible for ensuring accurate and timely processing of all resident certifications and recertifications in compliance with the U.S. Department of Housing and Urban Development (HUD) regulations and company policies. This role requires meticulous attention to detail, strong organizational skills, and excellent communication abilities to interact effectively with residents, property management staff, and HUD representatives. The HUD Certification Specialist plays a critical role in maintaining program integrity and ensuring eligible families receive appropriate housing assistance.
**Responsibilities:**
+ Conduct thorough and accurate interviews with applicants and residents to gather all necessary information for initial certifications, annual recertifications, interim adjustments, and unit transfers.
+ Verify all income, assets, and family composition documentation in accordance with HUD regulations (e.g., 24 CFR Part 5, Section 8 guidelines).
+ Calculate rent and housing assistance payments accurately based on HUD rules and company policies.
+ Prepare and process all required HUD forms and documentation, including but not limited to the HUD-50058 family report.
+ Maintain accurate and up-to-date resident files, both physical and electronic, ensuring all documentation is complete and organized.
+ Schedule and conduct timely certification and recertification appointments with residents.
+ Explain HUD program requirements, lease terms, and resident responsibilities clearly and professionally to applicants and residents.
+ Respond to resident inquiries regarding certification processes, rent calculations, and program eligibility.
+ Collaborate effectively with property management staff to ensure smooth and efficient certification processes and address any discrepancies or issues.
+ Stay informed about changes in HUD regulations, policies, and procedures through participation in training, workshops, and review of official communications.
+ Ensure compliance with all fair housing laws and [Housing Commission Company Name]'s non-discrimination policies.
+ Assist in the preparation for HUD audits and reviews by ensuring files are accurate and complete.
+ Utilize company's property management software (e.g., Yardi, Rent Manager) to manage resident data, track certification statuses, and generate reports.
+ Identify and report any potential fraud or program abuse in accordance with established procedures.
**Qualifications:**
+ High school diploma or equivalent required; Associate's or Bachelor's degree in a related field (e.g., social work, public administration) preferred.
+ Several years of experience in affordable housing program administration, specifically with HUD Section 8 or other HUD rental assistance programs.
+ Thorough understanding of HUD regulations, policies, and procedures related to resident eligibility and rent calculation (e.g., 24 CFR Part 5).
+ Experience with HUD's Enterprise Income Verification (EIV) system and its application in income verification.
+ Proficiency in using property management software (e.g., Yardi, Rent Manager).
+ Strong mathematical and analytical skills with a high degree of accuracy in calculations.
+ Excellent organizational skills and attention to detail.
+ Strong written and verbal communication skills, with the ability to explain complex information clearly and professionally.
+ Excellent interpersonal skills and the ability to interact effectively with diverse populations.
+ Ability to maintain confidentiality and exercise sound judgment.
+ Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
