Advanced Sciences and Technologies (AS&T)- Task Order Program Manager (Aviation Systems / Traffic Flow Management Focus) (Pomona, NJ) Task Order Program Manager (Aviation Systems / Traffic Flow Management Focus) (Pomona, NJ) Position Title: Task Order Program Manager (Aviation Systems / Traffic Flow Management Focus)Position SummaryThe Task Order Program Manager serves as the primary lead for managing one or more Task Orders (TOs) under government or aviation-related contracts. This role provides technical leadership, strategic and tactical planning, and full oversight for the successful execution of complex aviation systems projects. The incumbent ensures that all Work Breakdown Structure (WBS) area products and services are delivered on time, within budget, and to the required technical performance standards. This position involves direct management and supervision of cross-functional teams, including planning, integration, and implementation efforts for sophisticated systems and equipment, with a strong preference for experience in aviation domains.Key Duties and Responsibilities- Serve as the designated Program Manager (PM) for assigned Task Order(s) or a portfolio of related Task Orders. - Provide expert technical leadership and direction to project teams throughout the lifecycle of the Task Order. - Develop and execute strategic and tactical planning to align project objectives with customer requirements and contractual deliverables. - Oversee the management and administration of Task Orders, including resource allocation, risk management, issue resolution, and stakeholder communication. - Ensure technical performance, quality, and compliance of all WBS elements, products, and services delivered under the Task Order. - Maintain strict adherence to project cost, schedule, and performance baselines; monitor variances and implement corrective actions as needed. - Manage and supervise the work efforts and schedules of project personnel, subcontractors, and team members to optimize productivity and meet milestones. - Coordinate integration and implementation activities for complex systems and equipment, ensuring seamless functionality and operational readiness. - Collaborate with customers, stakeholders, and internal teams to address requirements, resolve technical challenges, and deliver high-value outcomes. - Prepare and present status reports, briefings, and documentation to senior leadership and clients. - Identify opportunities for process improvements and contribute to lessons learned for future Task Orders.Minimum Qualifications - Bachelor's degree in Engineering, Aviation Management, Computer Science, Information Technology, or a related technical field **and** 15–20 years of progressive professional experience OR- Master's degree in a relevant technical or management field **and** 10–15 years of progressive professional experience. - Demonstrated management experience leading projects that involve planning, integrating, and implementing complex systems and equipment. - Proven track record of successfully delivering projects on time, within budget, and to technical specifications.Preferred Qualifications and Experience - Prior experience in aviation-related projects, systems, or programs (e.g., air traffic management, airspace operations, or National Airspace System enhancements). - Direct experience with the **Traffic Flow Management System (TFMS) — the FAA's NAS-wide system for strategic and tactical traffic flow management — is highly desirable and considered a strong plus. - Familiarity with government contracting environments, including Task Order management under ID/IQ or similar vehicles. - PMP certification, or equivalent project management credentials. - Strong knowledge of systems engineering principles, integration processes, and risk management in complex technical environments. - Excellent leadership, communication, and interpersonal skills with the ability to supervise diverse teams and interact effectively with senior stakeholders.This position is ideal for a seasoned aviation or systems professional who thrives in dynamic, high-stakes project environments where technical excellence, schedule discipline, and team leadership are critical to mission success.
